SUMMARY: In July 2013, the State of Washington awarded a $1,300,000 Department of Commerce
grant to the City to reconstruct the Burwell Pedestrian Tunnel. The design was completed for the
Navy by the firm of Fraser + Fogle Architects. The bid package was completed assuming Federal
acquisition procedures would be employed which differ significantly from a typical City construction
contract. The proposed contract with Fraser + Fogle is to revise the existing design into a typical City
bid package, to revise the design to streamline several construction issues, and to act as the City's
Construction Manager during construction of the improvements.

FISCAL IMPACTS (Include Budgeted Amount): The Commerce grant provides reimbursement of all
project costs with no match required.
