SUMMARY: Funding to provide training to commissioned personnel in Crisis Intervention and
Triage. Training will aid law enforcement in contacting, evaluating, and assisting the large population
of mentally ill which consists of all ages and genders. The proposal adds to the training of first
responding law enforcement officers to help evaluate, deescalate, and obtain treatment services for
subjects having mental and or substance abuse issues in the community.

FISCAL IMPACTS (Include Budgeted Amount): Grant funding of$117,000 has been awarded to the
City for this project and reimbursable at 100%. Training costs for 2014 is estimated at $40,000 and
$77,000 for 2015.

RECOMMENDED MOTION:
Move to approve the contract with Kitsap County Human Services in the amount of $117,000 and
authorize the Mayor to finalize and execute the contract with substantially the same terms and
conditions as presented upon acceptance of the grant funding. Further move to adjust the budget to
recognize the additional revenue from Kitsap County Human Services to reimburse the City's costs
for the project for 2014.
