SUMMARY: Pursuant to a Kitsap County Superior Court Order, the City hired a contractor to
demolish the fire-damaged building located at 806 Cherry Court. The work was completed on or
about August 19, 2014. The owner of the property, James Freeman, was notified of the conditions
on the property and failed to take action to remedy the unsafe conditions. The cost charged to the
revolving abatement fund for this action totaled $10,456.50, which includes the administrative fees
for dangerous building abatement actions specified in Rate Table C of the Bremerton Municipal
Code. The Notice of Hearing was published in the Kitsap Sun on September 27, 2014, was posted
on the property and was mailed by both regular and certified mail to the owner. Following a quasi-
judicial hearing, the Council must decide if the fees are just and reasonable, and how they should be
collected.
