6A - APPROVAL OF 2005 CDBG "OFF-CYCLE" FUNDING REQUEST FOR THE KITSAP
COUNTY COMMUNITY DEVELOPMENT CORPORATION (KCCDC) SMALL BUSINESS
REVOLVING LOAN PROGRAM (#AB05-089): Chris Huqo, Community Development Director,
explained that the KITSAP COUNTY COMMUNITY DEVELOPMENT CORPORATION (KCCDC) has requested
$20,000 of CDBG funds (Program Income) for program administration costs and seed money for their
revolving loan fund. Jean Charneski thanked the City Council and the City of Bremerton for past
funding; and introduced two Board Members, Stewart Nordal and Michael Walton, who were in
attendance at the meeting tonight. Mr. Nordal informed the Council that their program was modeled
identically to the same program in the City of Tacoma; as well as provided additional details regarding
the program
Helen Miller indicated that she was in attendance at the Study Session when this item was first
proposed to the Council, and hoped the Council received satisfactory answers to the questions they
had at the time, particularly regarding what proportion of the funding would be dedicated to salaries.
Mr. Nyqren responded that additional information was received.
Gordy Byrd asked if funding was available for non-minority businesses. Mr. Nordal replied that the
criteria for funding-assistance is provided by their Charter, and established that they can only assist a
non-minority applicant if they meet the criteria for being "low-income".
Mr. Short asked questions about the types of businesses that have been assisted by this program so
far; and if the Program reviews the business plans. Ms. Charneski described several businesses
that have received assistance, and provided assurance that the Board reviews all business plans.
In response to questions from Mr. McConnell, Mr. Walton replied that a competitive salary was
needed in order to hire someone who was experienced in loan processing; and Ms. Charneski
explained how she visits local banks to educate the community that these loans are available; and
added that approx. 40 applications for this funding were received.
Mr. Nyqren pointed out the irony of the KCCDC Program receiving only a "5" out of "10" on a rating
scale of their business plan, while they've have the responsibility of rating the business plans of their
applicants, and therefore hoped to see improvement by the Program in this area.

COUNTY COMMUNITY DEVELOPMENT CORPORATION for year 2005 only.
