6A - APPROVAL OF 2005 COBG "OFF-CYCLE" FUNDING REQUEST FOR THE KITSAP
COUNTY COMMUNITY DEVELOPMENT CORPORATION (KCCDC) SMALL BUSINESS
REVOLVING LOAN PROGRAM (#AB05.089): Chris Huao, Community Development Director,
explained that the KITSAP COUNTY COMMUNITY DEVELOPMENT CORPORATION (KCCDC) has requested
$20,000 of CDBG funds (Program Income) for program administration costs and seed money for their
revolving loan fund. Jean Charneski thanked the City Council and the City of Bremerton for past
funding; and introduced two Board Members, Stewart Nordal and Michael Walton, who were in
attendance at the meeting tonight. Mr. Nordal informed the Council that their program was modeled
identically to the same program in the City of Tacoma; as well as provided additional details regarding
the program
Helen Miller indicated that she was in attendance at the Study Session when this item was first
proposed to the Council, and hoped the Council received satisfactory answers to the questions they
had at the time, particularly regarding what proportion of the funding would be dedicated to salaries.
Mr. NYQren responded that additional information was received.
Gordy Byrd asked if funding was available for non-minority businesses. Mr. Nordal replied that the
criteria for funding-assistance is provided by their Charter, and established that they can only assist a
non-minority applicant if they meet the criteria for being "low-income".
Mr. Short asked questions about the types of businesses that have been assisted by this program so
far; and if the Program reviews the business plans. Ms. Charneski described several businesses
that have received assistance, and provided assurance that the Board reviews all business plans.
In response to questions from Mr. McConnell, Mr. Walton replied that a competitive salary was
needed in order to hire someone who was experienced in loan processing; and Ms. Charneski
explained how she visits local banks to educate the community that these loans are available; and
added that approx. 40 applications for this funding were received.
Mr. Nyaren pointed out the irony of the KCCDC Program receiving only a "5" out of "10" on a rating
scale of their business plan, while they've have the responsibility of rating the business plans of their
applicants, and therefore hoped to see improvement by the Program in this area.
6:16:21 M/S/C (Maupin/Priest) Move to approve awarding $20,000 of CDBG 2005 funds to KITSAP
COUNTY COMMUNITY DEVELOPMENT CORPORATION for year 2005 only.
In Favor of Motion: Maupin, Short, Priest, Nygren
Opposed to Motion: Robinson, McConnell
Motion carried: 4-Yes, 2-No
6B - RESOLUTION NO. 2961. SUPPORTING THE SUBMISSION TO THE VOTERS THE LAW AND
JUSTICE SALES TAX LEVY FOR KITSAP COUNTY (#AB05.100): Police Chief Rob Forbes stated
that he anticipates that the Kitsap County Board of Commissioners will approve a ballot measure
pursuant to RCW 82.14.450 that submits to the Kitsap County voters the question of whether a sales
and use tax of 0.15 percent for a five-year period should be imposed to support criminal justice and
public safety programs and services. The proposed resolution supports Kitsap County's proposed
submission to the voters of the Law & Justice Sales Tax Levy for Kitsap County. Russ HauQe,
Kitsap County Prosecutor, also provided comments in support of having this levy placed on the ballot
for the people to decide; and also described the exclusions for this tax, which will be automobiles.
Gordy Byrd expressed his support for the local law enforcement agencies, and urged the Council to
support this proposal.

6C - PROFESSIONAL SERVICES AGREEMENT WITH CH2M HILL FOR WASTEWATER
TREATMENT PLANT UPGRADE (#AB05-101): Mike Mecham, City Engineer, emphasized that the
City's Wastewater Treatment Plant has several critical components that have been operating
continuously since the plant was constructed in 1984. Many of these components have no
redundancy, and are approaching the end of their operational lives. The work to be completed under
this Professional Services Agreement includes execution of a grant; facility planning; equipment
selection; and the design and construction management assistance for upgrade to the Wastewater
Treatment Plant to address these shortcomings. Three consultants were interviewed regarding the
proposed upgrade, and CH2M HILL was selected to perform the work.
Gordy Byrd asked the location of the project; which Mr. Mecham provided.

project, and STAN PALMER CONSTRUCTION was the lowest responsive, responsible bidder with a bid of
