Imman a L Ed i• C.. I CITY OF BREMERTON • DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF ANALYSIS, FINDINGS, CONCLUSION & DECISION Requested Action: Commercial Site Plan Review for the construction of three commercial buildings comprising a total building area of 18,300 square feet. The development will include four multifamily buildings with a total of 40 multifamily units, a senior housing complex with two buildings including 227 dwelling units. Site development improvements to including approximately 35,000 cubic yards of earthwork, stormwater control facilities, associated parking, and landscaping. GENERAL INFORMATION 1. File Number: BP06-00156 2. Applicant: 2D/ Wheaton Way Properties 3. Owners: Mountain West Senior Housing LLC & Wheaton Way Properties LLC 4. Location: Wheaton Way between Broad Street and Hanford Street 5. Assessor Account Number: The property will encompass four different properties their numbers are as follows: Parcel 1: 022401-1-075-2003 Parcel 2: 022401-1-076-2002 Parcel 3: 022401-1-077-2001 Parcel 4: 022401-1-078-2000 PROJECT SUMMARY 1. Current Zone Classification: Wheaton Way Redevelopment Corridor(WWRC) 2. Comprehensive Plan Designation: Wheaton Way Redevelopment Corridor (WWRC) 3. Shoreline Environmental Designation: None 4. Critical Areas Designations: Critical Aquifer Recharge Area, Category II STATE ENVIRONMENTAL POLICY ACT SEPA Threshold Determination: Determination of Nonsignificance issued November 29, 2006. BP06 00156 Page 1 of 1 Nicole Ward From: Nicole Ward Sent: Monday, February 01, 2010 10:57 AM To: 'ac_lugo@comcast.net'; 'davewalden@johnlscott.com' Cc: JoAnn Vidinhar Subject: Quail Park Attachments: Nicole Ward.vcf Adrian &John, I have reviewed your proposal to revise the project located on Wheaton Way between Broad and Hanford Street and discussed it with the Assistant Director of Community Development. Based on this review the City finds the proposal to change the use entirely away from senior housing would necessitate a new Site Plan Review process. The application materials submitted and reviewed for the SEPA determination and Site Plan Review approval were granted for senior housing with retail. The application materials submitted do not indicate other housing types, for example the Traffic Impact Analysis_.uses traffic volumes associated with the lesser impacts associated with senior housing and do not establish standard traffic volumes. The Environmental Checklist is also specific to senior housing and establishes the proposal will include reduced impacts due to the nature of the proposal. While the proposed revision to reduce the total number of units would be acceptable these units would need to be primarily for senior housing as established in the land use approval. It should be noted that almost all housing types are permitted within this zone and revisions to the code have removed the 30' setback between the Low Density zone and the subject properties zone. A 10' wide landscaped buffer is now required instead. By applying for a new Site Plan Review you will be gaining substantial developable space due to this code change. Please let me know if you have any questions. Sincerely, City of Bremerton Land Use Planner phone: (360)473-5279 fax: (360)473-5278 2/1/2010 Page 1 of 1 Nicole Ward From: Nicole Ward Sent: Thursday, March 19, 2009 4:02 PM To: 'dpiper2@gwestoffice.net'; 'ac_lugo@comcast.net' Cc: JoAnn Vidinhar Subject: Qual Park Attachments: Nicole Ward.vcf Adrian & Darlene, This email is to follow up from the meeting held on Tuesday March 17, 2009. The meeting was to discuss potential changes to the previously approved Site Plan Review from 2006 for a mixed use development on Wheaton Way (BP06 00156). The revisions proposed included: o Maintaining the total number of residential units, but breaking these units into several smaller buildings instead of two large buildings o Reducing the number of units dedicated for senior care from 227 to 111. o Phasing the project over the next 5 years beginning at the west with multi family buildings. In 3 years time the development will build retail along Wheaton Way, and in approximately 5years time to construct a senior housing lodge. It is the opinion of the City that these modifications appear to be minor and do not constitute a substantial change. In this way the site plan approval from 2006 will still apply to your project. It should be noted that all analysis and conditions established in Site Plan Review also apply. Specifically landscaping along Wheaton Way will be required with the first phase of this project. This landscaping will need to include a mix of trees, shrubs, ground covers, and must include 80% living materials. Pursuant to BMC 20.50.060 all landscaping areas with disturbed soil must include an irrigation system. Hydro seed grass would be appropriate for a portion of this landscaping, but will need to be accompanied by other vegetation as required by the code. A revised landscaping plan with an irrigation system will be required with your building permit application. Please call me with any questions or concerns. PROPOSED REVISED SITE PLAN ARCH 14,2009 ; . , o Department of Community Development Building Inspector/Pians Examiner,Curt Hogenson Curtis.Hoganson@ci.bremerton.wa.us Tel 360-473-5286 Fax 360-473-5278 345 6th Street,Suite 600 Bremerton,WA 98337 PRE-SUBMITTAL REPORT - BP07 00158 December 5, 2007 Wheaton Properties, LLC cc: Andrea Spencer 1521 SE Piperberry Way, Suite 102 Paul Wandling Port Orchard, WA 98366 File NL Olson & Associates Dear Wheaton Properties, LLC and MWSH Bremerton, LLC: It is our understanding that you are proposing to construct a senior living complex and additional commercial and residential structures at 3915 Wheaton Way. Based on your proposal, the following is a summary of the major points discussed at the pre-application meeting held Wednesday, November 7, 2007. Land Use: 1. The portion of the project which has already had Site Plan Approval and may be revised to include the same use and density with minor revisions to the site layout while maintaining the existing approval. 2. The proposal must comply with the conditions of site plan approval. 3. The proposal is within the Wheaton Way Redevelopment Corridor, any revisions must comply with the development standards of the zone. 4. The height limit is 40'. Areas that are within 100' of a residential zone may not exceed 3 stories. Pursuant to BMC 20.44.070 the height of a structure is measured from the average final grade to the peak of the structure. 5. Parking must be consistent with BMC 20.50. The applicant may provide a parking analysis to determine the appropriate number of parking spaces. The analysis must be a detailed explanation based on similar developments to show how the proposal will provide adequate parking. 6. The 2 acre portion of the site in the R-10* zoning is also within the Wheaton/Riddell Subarea plan. This subarea plan is an overlay to the zoning and all development standards within the subarea plan must be met. 7. An Environmental Checklist will be required with the Conditional Use Permit Application for the Senior Housing portion of the project. The Environmental Checklist is available on the City's Website or from the Department of Community Development. Pre-Submittal Report#BP07 00158 Page 2 8. The R-10 zone allows senior housing provided all the requirements in 20.46.090 are met. This chapter requires the application be processed as a Type III Conditional Use Permit, which requires a 14 day comment period, a 1.4 day appeal period and a hearing before the hearings examiner. The section also requires that the site be no less than 2 acres, provide the same setbacks, density, height, and lot coverage as the underlying zone, and that off street parking be provided at 1 space to each unit. 9. The code is silent on "portal entryways" however all clear vision requirements must be met. If the portal entry were to include a sign the sign would need to be consistent with the requirements in BMC 20.52. 10. Prior to applying for the senior housing complex on the 2 acre site the existing permit application for a subdivision must be revoked. Building Division: 1. Jones, AIA President/CEO ABOUT LIFETRAIL iRETEREMEN'T C®/Ii61i0.D11'IITHESS I ; V. The growth of retirement communities is a major trend in the U.S. As residents and operators of these communities seek new programs and activities, LifeTrail is a wellness program that will attract residents to your facilities and keep current residents active. Research shows that the most common and preferred physical activity of older adults is walking, so the activities of LifeTrail provide a perfect complement to any walking routine. Because the LifeTrail stations create stopping points along the way, they also become social mini-hubs where residents can exercise alongside friends or meet new acquaintances as they work out. Social interaction is as important as exercise to the individual's total wellness. LifeTrail's entire range if outdoor fitness equipment is aesthetically appealing and complements the attractive outdoor recreation areas of retirement communities. LcLifeTrail's added a new dimension to our exercise program and is good for our residents in that they're no longer just going for a walk. There's now the added dimension of stretching and conditioning-the residents like that.' Michael Devaney Wellness Coordinator for Cornwall Manor Corwall Manor Retirement Community Cornwall,PA Adding LifeTrail to your programming provides a wellness lifestyle that improves quality of life. LifeTrail is scientifically designed and has been field tested at both public and private facilities. LifeTrail ... enhances wellness in adults over 50 provides a variety of exercise options prior to, during, or after a normal walking routine. provides age appropriate physical activity to maintain and enhance, endurance, flexibility, strength and balance has easy to remember actions that are enjoyable to use provides opportunities for donors and sponsors 4 Quail Park Retirement Village; A New design for a New Bremerton As the gateway project for the new East Bremerton redevelopment zone,Quail Park will serve as a compliment and benchmark for subsequent redevelopment projects for the New Bremerton. This latest design addresses the latest health science for seniors in a campus setting. This design offers several key enhancements over the previous design while reducing the number of residents in the overall development. The new design actually brings greater overall value to the community via upgraded features and programs. Some of the key aspects of differentiation are: • Embracing new urbanism by focusing this design's appeal toward upscale seniors versus the mid market design previously submitted(which is well served in Bremerton currently). • Enhanced up to date programming for seniors such as; Signature Dining with multiple location options throughout the campus,Active Lifestyle Programs, Event Spaces and Services that reflect and appeal to upscale senior sensibilities. • Concepts such as a healthy lifestyle with a LifeTrail enhanced Pedestrian-friendly pathways and walk ways throughout the campus, Wellness Programs, and positive activity orientated social, mental and physical health programming. Like the New Bremerton Waterfront, this development appeals to a New Bremerton resident,Quail Park's revised upscale design will appeal to the new senior population that is currently not being served in the Bremerton market. Quail Park will provide an enhanced continuum of living options and care services that will serve the upscale senior population on one Campus. Housing and care service options that will be provided shall include: • Independent Age-Restricted Condominium dwellers • Independent Buy-in or Rental Senior Cottages • Independent Senior Rental Apartment Homes • Low Acuity Assisted Living Apartment Homes • High Acuity Assisted Living Apartment Homes • Memory Care Residence for seniors with Alzheimer's and related dementias. Memory Care Residence location in R-10 Zone- The location of the Memory Care Residence in this design provides design enhancement over previous designs in that it: A. Provides a better transitional use between the Quail Park multifamily use and neighboring single family uses. B. This type of Senior Housing minimizes traffic use of East Broad with this single purpose building. i C. This senior population does not drive, lives passively, creates almost no noise and has almost no impact on neighbors. We look forward to being an integral part of the redevelopment of Bremerton; we will be providing a missing element to the area in the form of an upscale senior campus that will enhance the entry to the redevelopment zone. Quail Park will set a tone for the area that the community, the City, and our development Team can be proud of. l ' `r CITY OF BREMERTON DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF ANALYSIS, FINDINGS, CONCLUSION & DECISION Requested Action: Commercial Site Plan Review for the construction of three commercial buildings comprising a total building area of 18,300 square feet. The commercial 3 uses must be related to the consumer needs and development character of the adjacent, associated residential uses. The following goal and policy supports this development: LAND USE: Goal LU3: Create an environment that will promote growth Goal LU11: Provide for the viability of communities, neighborhoods, and centers through strategic land use designations and infrastructure provisions Supporting Policy LU11B: Provide wider variety in residential designations throughout the city to achieve a greater diversity of housing Supporting Policy LU11D: Strategically locate mixed-use development and higher density development around existing infrastructure and transportation hubs HOUSING: Goal 143: Provide a variety of housing types and densities to meet changing needs of Bremerton residents. Supporting Policy H3C: Stimulate the production of new housing for all incomes, ages, and family types Supporting Policy H3E: Promote housing opportunities that respond to the special needs of the elderly Supporting Policy H3F: Encourage the development of a full range of housing options for seniors in proximity to services and amenities ECONOMIC DEVELOPMENT: Goal EC4: Support the expansion of commerce Supporting Policy EC6E: Attract new employment opportunities throughout the city STAFF ANALYSIS: 20.64 Wheaton Way Redevelopment Corridor 1. Pursuant to Bremerton Municipal Code (BMC) 20.64.010, the intent of the Wheaton Way Redevelopment Corridor (WWRC) is to provide for the transition over time of the corridor away from suburban style strip commercial development, to a corridor that will enable a full range of commercial uses orientated closer to the street and residential uses away from the street frontage. The zone seeks to balance the needs of automobile oriented business with a desire to incorporate a more pedestrian oriented design approach. The proposal meets this intent. 2. Pursuant to BMC 20.64.020 residential uses, general office, business, and retail uses are allowed within the zone. 3. BMC 20.64.060 allows for a O'side yard setback unless the development abuts the low density residential zone, in which case the minimum side yard setback is 30'. The 4 minimum setback requirement for the rear yard 0', and the front yard has a maximum setback of 5'. The proposal is abutting low density residential zoning and therefore will be required to be setback 30' from all residentially zoned properties. The proposal will be conditioned as such. 4. BMC 20.64.060(a)(4) sets the maximum development coverage at 50% unless increased by bonuses described in 20.64.060(b), in no case shall the development coverage exceed 75%. This proposal meets the requirements for bonus development coverage by mixing commercial and residential uses (20% bonus), and having the development containing 75% of the building footprints with 3-4 story buildings (10%). Through these bonuses the proposal may have a building coverage of up to 75%. The proposal meets this requirement. 5. Pursuant to BMC 20.64.060(a)(5) the maximum lot coverage is 75% unless increased through bonuses described in 20.64.060(b), in no case shall the development coverage exceed 95%. The development meets the two of the bonus requirements as described in discussion point 4 above. The total development coverage allowed by the code is 95%. The proposal meets this requirement. 6. Pursuant to BMC 20.64.060(x)(6) the maximum height of buildings is 40' except that structures within 100' of low density residential zones shall not exceed 3 stories in height. The project will be conditioned as such. 7. BMC 20.64.070 requires design standards for all new development in the WWRC. Included in these provisions are the requirements to reduce the bulk of structures facing public streets. The proposal will be conditioned to meet the design standard requirements of the zone. 8. I t is not the intent of this letter to you to interfere with the progress of the project. However, there are issues that I would like to file a complaint about. 1 got your email address from someone who advised me to contact you. Since June of 2007,there has been activity of cutting down the trees, digging up the roots dragging them out/or dumping them into a chipper. Then there's the bringing in of other machinery to level or grade the land. From 7:00 AM in the morning until past 6:00 PM on occasion this has been constant. The fence is the only thing separating the road that they created from my back deck. My home has been shaking because of the activity going on . With the constant trembling and shaking of the ground I have found cracks on the walls around some of the doorways. Some of my doors do not shut properly and my windows are not opening and closing like they used. I would like to ask that some consideration taken for people living near to projects. I would like to see they start a little later like 8:00 AM and finish by 5:30 PM during the work week. They are also now on occasion working on Sundays also. As far as our property,I am requesting that it be inspected for the problems I have since this has started.I look forward to hearing from you:I would also like to know who is the developer that is in charge of the project. Notary Public in and for the State of Washington,Kitsap County. CITY OF BREMERTON' NOTICE OF DETERMINATION OF' NONSIGNIFICANCE' COMPREHENSIVE PLAN MAP AND' OFFICIAL ZONING MAP AMENDMENTS' Notice to the public and to other agencies is hereby provided in accordance with Bremerton Municipal Code and WAC 197-11-510 that the City of Bremerton has issued a Determination of Nonsignificance (DNS) on the following proposal: - COMPREHENSIVE PLAN MAP AND OFFICIAL' ZONING MAP AMENDMENT APPLICATION' PL00-0061, Loveless Brook, Inc. , Tax parcel No' s: 0224-011-031-2006 located at 3915 Wheaton Way in East Bremerton. - This proposal affects a single parcel of undeveloped land containing approximately 9 . 65 forested acres with one single family residence near the eastern end of the parcel, located at 3915 Wheaton Way, Bremerton, WA. The proposal is located on the west side of Wheaton Way, north of Arby' s off Hanford Avenue, and south of the Broadmoor Village housing project. The applicants request concurrent Comprehensive Plan Map and Official Zoning Map amendments. The end result will be to change both maps to designate the property involved in the amendment request from single family residential to commercial. Specifically, the Comprehensive Plan Map would be changed (for the portions of the property not already classified C-G) from Low Density Residential (LDR) to General & Highway Commercial (CG) , and Official Zoning Map Change from SF-3 (Res. Low Density) to General Business (GB) . - The GB) . -The City of Bremerton annually proposes to amend its Comprehensive Plan and Optimum Land Use Map through city and public initiated amendment applications which will be applied city wide as well a property specific. The Growth Management Act allows amendments to Comprehensive Plans only once a year with few exceptions. Comprehensive Plan Amendments and Rezone application requests are considered non project actions which do not propose specific development projects. Throughout the year, applications for Plan amendments are received (often accompanied by relate rezones to maintain consistency between the City' s Plan and Zoning Maps) and collectively placed on a docket for processing in order to assess the "cumulative effects" . Those amendments and rezones recommended for approval as a result of the Public Hearing process conducted by the Bremerton Planning Commission are adopted by City Council Ordinance process. Further development- of approved property specific amendments and rezones that are not categorically exempt pursuant to WAC Chapter 197-11-800, which will require issuance of a City license or permit, will be subject to future project review under SEPA. - The lead agency for this non project action proposal has determined that the singular porposal for amendments to the Comprehensive Plan Map and Official Zoning Map would not have significant impacts on the environment. Pursuant to RCW 43 .21C.030. (2) (C) , and Environment Impact Statement (EIS) will not be required. This decision was made after the review of a completed environmental checklist and other information on file with the lead agency. - This DNS is issued under WAC 197-11-340 (2) . The City of Bremerton may not act on this proposal prior to February 2, 2001. Comments must be submitted by closing on February 2, 2001. - Copies of the complete DNS document DNS document along with supporting materials utilized to issue the DNS are available for review at the City of Bremerton Building and Planning Department, 286 4th Street, Bremerton, WA 98337 . Additional information can be obtained by contacting Lee A. Wyatt, Project Planner, at the Bremerton Permit Center, 360-478-5275- An appeal of this determination must be filed not later than February 16, 2001, at the City of Bremerton Permit Center, Building and Planning Department, Bremerton, WA 98337, by filing the appropriate appeal form and a $170 . 00 filing fee. The Apppellant should be prepared to make specific factual objections. Contact the Building and Planning Department, 360-478-5275 to read or make inquiries pertaining to the appeals procedures. - January 18, 2001• •4112650- PRELIMINARY MARKET DEMAND ANALYSIS Quail Park of Bremerton 3915 Wheaton Way Bremerton, Kitsap County, Washington 98310 As of February 12, 2009 Prepared For: CWCapital LLC 1010 Washington Street, Suite 200 Vancouver, Washington 98660 J) •f.' - -.. Scott Thurman Vice President CWCapital LLC 1010 Washington Street, Suite 200 Vancouver, Washington 98660 Re: Preliminary Market Demand Analysis For A Proposed Assisted Living Facility Quail Park of Bremerton 3915 Wheaton Way Kitsap County, Washington 98310 C&W File ID: 09-34001-9117 Dear Mr.Thurman: At your request, we have inspected the subject site and reviewed and analyzed market information relating to the potential uses for the property. The property and market area was personally inspected by Cushman &Wakefield of Oregon, Inc., on February 12, 2009 The property consists of a vacant 10.46-acre parcel of land located at the southwest corner of Wheaton Way and Broad Street in Bremerton, Kitsap County, Washington. The property is located approximately two miles north of downtown Bremerton. The property is zoned WWRC, Wheaton Way Redevelopment Corridor District by the City of Bremerton. The site is level at street grade, has good utility, good access, good frontage and good visibility. All utilities are reportedly available to the site. The property ownership had tentatively sought approvals to develop the site with a 250± - unit senior housing project containing a mix of independent, assisted living and memory care units within a congregate style building along with Cottage style independent living homes and age-restricted condominium style units. The purpose of this assignment is to provide a preliminary opinion on whether market conditions could support 75 assisted living units. We have not commented on nor have we conducted any analysis relating to any other potential senior living components such as independent living, memory care or condominium units. Mr. R. Scott Thurman CWCapital LLC February 28, 2009 Page 2 Our preliminary Scope of Work for this assignment involved: ➢ Determination of the subject's primary market area; ➢ Determination of the competing senior housing facilities in the defined primary market area; ➢ Confirmation of occupancy levels at the competing facilities; ➢ Analysis of conventional and senior demographics in the subject's primary market area; ➢ Determination of market support, if any, for the subject as a proposed senior housing project through the analysis of demographics and market conditions. Based on our analysis of the general market, it would appear that the PMA for the proposed facility would fall within the general confines of the Central Kitsap Peninsula which would be considered to include the Puget Sound on the east, Seabeck to the west, the southern portion of Port Orchard to the south and the Poulsbo to the north. This defined area includes four Zip Codes (98310, 98311, 98366, 98312 and 98383). The delineation was based on the geographic barriers for the area (namely water), as well as transportation access. We note that although Bainbridge Island is less than one mile east of Bremerton, it is separated by a body of water without any immediate access from the PMA. As such, it was not included in our analysis. A map showing the PMA is located in the Addenda. All of the data for the analysis was based on this defined PMA. Within the PMA, we identified 12 senior housing properties offering assisted living units. One of the projects is targeted solely for low income assisted living residents(Bay Vista Commons in Bremerton) and this was excluded from our market calculations. This property also represents the newest senior housing facility in the PMA and it was developed by the Bremerton Housing Authority. A second property caters only to memory care units (Ashley Gardens) and this was also excluded. The remaining properties total 551 assisted living units within the defined PMA. All of the facilities provide rental units. Also, there are numerous smaller adult family home properties in the PMA that cater to an assisted living type resident. Due to their smaller size, however, a moderate to larger size property such as the proposed subject does not compete directly with this property type and they were not included in our market supply. Claritas, Inc. compiled the demographic data used in our analysis. The data includes figures for the most recent census year in 2000, 2008 estimates and projections for the year 2013. For purposes of this analysis, we relied upon the 2008 estimates for current demographic information. Demographic charts are located in the Addenda. Review of the demographic trends for the PMA shows good growth trends over the next five years for the 65+ and 85+ age groups. Comparatively, the national average of residents age 65+ and over constituted 12.71 percent of the total population in 2008. The subject's PMA indicates a slightly lower percentage (11.9 percent) of elderly population as compared to the national average. To afford the assisted living accommodations at the subject, we estimated an average net monthly cost per resident of approximately$3,000 per month (base rent plus personal care charges). From this, we considered an average annual income of$35,000 represents a reasonable income basis for the property. Charts showing the demographic and age/income breakdowns based on this income qualification are located in the Addenda. Mr. R. Scott Thurman CWCapital LLC February 28, 2009 Page 3 CONCLUSIONS From this, the data shows that there is no unmet demand at this time with this not expected to improve at least the following five years. Alternatively, we also completed a penetration analysis which also showed the PMA to be in a saturated or over-supply situation at this time. These charts are shown in the Addenda. Furthermore, review of the current occupancy rates for several of the more competitive properties showed occupancy rates ranging from approximately 50 percent to over 90 percent with a central tendency towards the low to mid 80 percentile. This further supports the contention that the market is currently over-supplied or saturated at this time. In conclusion, it appears that the market area for the subject would not be able to support a project such as the subject with 75t assisted living units at this time. I hope this satisfactorily addresses our initial investigation of the subject property and market area. We have no interest in the project or relationship with the ownership or sponsorship entity's and our compensation is not contingent on this project being funded.
