Historically, there have been a number of pipe failures and pump replacements that have been caused by grit scour in the sewer system. HDR will complete a study to determine how sandy grit enters the sanitary sewer system, the impact of the grit, and present various alternatives for reducing grit entry. In addition, HDR will evaluate various project alternatives in the Oyster Bay Basin which may include installing low pressure sewer systems, abandoning beach sewer mains, and constructing a new upland sewer system. Since the study and report are related, they are being bundled and will be done by a single consultant. Five consultants were sent Request for Proposals (RFPs). Four of the consultants submitted proposals and HDR, Inc. was selected for the work. A scope of work was submitted and negotiated in the amount of $215,300. Task 600 — Cornpile Final Grit Study Documentation Objective To assemble all of the information prepared in the above tasks into the draft grit study for City review; then to incorporate comments and prepare and issue the final study. City of Bremerton Grit Study and Oyster Bay Basin Pre-design 6 Scope of Services July 2014 2 HDR Services 1. Prepare an Executive Summary of the plan to be included at the front of the plan document. 2. Assembfe the final technical memorandums into the final grit study and appendices document. The document will be assembled into bound documents and include: A. Grit Study technical memorandums B. Appendices - Supporting Documents City Responsibilities 1. Review draft copy of the study and provide comments and provide consolidated comments. Provide a single set of review comments with inconsistencies and conflicts eliminated. Assumptions 1. None. Deliverables 1. Draft Study in Word format. 2. Final Study in PDF format. 3. Up to 3 bound sets of the final document with each set bound in three three-ring binders. Appendices will not be printed. 4. Compact disk with PDF file copies of the grit study and appendices. Task 700 — Oyster Bay Basin Pre-Design Objective Develop alternatives to address maintenance and reliability of the Oyster Bay beach conveyance systems. The existing Oyster Bay collection system is a pressure gravity beach sewer with private side sewer connections. Periodically, during high flows the sewer surcharges into the side sewers and results in overflows into private residences. Backflow valves have been provided on some of the side sewers; however, some of these have malfunctioned during high flow events and resulted in a overFlow. HDR Services 1. Identify three alternatives in addition to a"Do Nothing" alternative to improve the reliability and maintenance of the Oyster Bay beach main conveyance system. The initial alternatives include: A. "Do Nothing" baseline alternative B. Installing grinder pumps on selected individual connections and routing the discharge to an upland sewer. This would include capping the existing beach main connections. C. Installing grinder pumps on all connections and routing the discharge to a new or existing upland sewer. The beach main would be abandoned. City of Bremerton Grit Study and . Oyster Bay Basin Pre-design 7 Scope of Services July 2014 D. Installing grinder pumps on selected individual connections and routing the discharge to the beach sewer. 2. Meet at City offices with City Staff to develop, review, discuss, prioritize, and eliminate or select alternatives methods for reducing the impact of grit in the sewer system. 3. Develop annual cost for a"Do Nothing" baseline alternative including the estimated cost of future claim payments for property damage from overflows. 4. Develop planning level project cost estimates for each viable alternative including engineering, construction, permitting, and project administration. 5. Develop benefits for each alternative including both no-cost and cost benefits which include increased reliability, reduced maintenance costs, reduction in sewer back-ups, and other benefits. 6. Meet with City to discuss recommendations/alternatives. 7. Develop selected alternative with 10% plan drawings to be included in the pre-design report. 8. Prepare pre-design report documenting the alternatives evaluated and the selected alternatives. Pre-design report will be approximately 10 written pages in length plus figures and 10% design drawing of the selected alternative. City Responsibilities 1. Provide system knowledge and operational understanding to help the HDR team to develop and evaluate alternatives. 2. Provide as-built records of the Oyster Bay collection system. 3. Provide aerial photography and mapping of the Oyster Bay 4. Answer system questions and provide information that may be necessary to evaluate alternatives. 5. Provide data on historical property damage claim payments in the Oyster Bay beach sewer system. 6. Host workshop in City conference room. 7. Review and comment on draft alternatives development at the workshop. 8. Review and provide consolidated comments on draft pre-design report. Provide a single set of review comments with inconsistencies and conflicts eliminated. Assumptions 1. Data collection and staff interviews will be completed as part of Task 200. 2. Meeting with City Staff will be coordinated with alternatives workshops described in Task 500. 3: 10% plans drawings will created without a survey of the project area. Drawings will be based on GIS mapping and aerial as provided by the City. 4. Cost estimates will be Level 5, based on AACE International Standard. City of Bremerton Grit Study and Oyster Bay Basin Pre-design 8 Scope of Services July 2014 Deliverables 1. Preliminary list of alternatives for City Staff to review 2. Pre-design report to document Oyster Bay Basin alternatives, cost estimates, and benefits evaluation. Task 800 — Project Management Reserve Provide project management reserve for covering inspection services by inspection and testing firms such as CCTV inspection of sewers or other additional services as requested by the City. No work will be completed on this task without prior written authorization by the City.
