SUMMARY: The City's Wastewater Treatment Plant has several critical components that have been
operating continuously since the plant was constructed in 1984. Many of these components have no
redundancy, and are approaching the end of their operational life. The work to be completed under
this Professional Services Agreement includes execution of a grant, facility planning, equipment
selection, design and construction management assistance for upgrade to the Wastewater Treatment
Plant to address these shortcomings. Three consultants were interviewed regarding the proposed
upgrade, and CH2M Hill was selected to perform the work.

FISCAL IMPACTS (Include Budgeted Amount): The amount of the Professional Services
Agreement is not to exceed $504,013.23. The project is 55% funded by a State and Tribal Assistance
Grant (STAG). This project is included in the CIP and rate study. The 2005 budget for this project is
$250,000. The Scope of Work requires the City to authorize work on a Task by Task Basis. The City
will limit expenditures in 2005 to the amount currently budgeted and authorized. Approval of this
contract will require budget appropriation in 2006 to fund the remaining work included in this
contract - these future costs are included in the CIP.

RECOMMENDED MOTION: Move to approve the Professional Services Agreement with CH2M
Hill for the Wastewater Treatment Plant Upgrade and authorize the Mayor to finalize and execute the
necessary contract documents for the agreement.
