SUMMARY: With the 24-hour a week limitations we now face with temporary employees, staff has
found it difficult to manage the installation of the Sensus meters and MXU transmitters for the capital
project without utilizing Utility Specialists and sacrificing the integrity of Hydrant and Valve programs.
The proposed FTE would eliminate the need for two temporary employees and the position will
sunset once the project is complete. To date 1,772 meters have been installed and will continue until
the 18,800 meters have been replaced;4,045 MXU transmitters have been installed out of 14,880.

FISCAL IMPACTS (Include Budgeted Amount): This is budgeted in the Water Utility Capital Project.
The cost for a Laborer for 2014 is $62,637.68 and for the remainder of 2014 the expense will be
$15,659.42 for the new Laborer position. The cost for the laborer for 2015 is $65,748.36, which we
have $58,100.00 budgeted; leaving $7,650.00 that will have to be added to the laborer position out of
rates.
