Council Summary
Purchase of a Scanner/Copier
The Engineering Division proposes the purchase of a scanner/copier for large format
engineering drawings. The unit will replace the Division's 16 year old copier. That unit
is functionally obsolete, is difficult to maintain because of the unavailability of parts, and
no longer produces high-quality copies, thus increasing the Division's use of external
copying services. Internal copying costs are less than one-half the external market rate.
The scanner function will allow electronic scanning of approximately 12,000 paper,
Mylar, and linen engineering drawings currently in the Division's archives. Scanning
these documents will greatly improve document retrieval capability and will prevent
damage ofthe archives caused by repeated handling, thus pre, serving them indefinitely.
Market rates for scanning services vary from $5 to $10 per drawing. Purchasing a
scanner will allow for greater flexibility, and will be less expensive than contracting for
these services.
The price of the scanner is per the general services administration contract. The
purchase price and monthly service costs are comparable from vendor to vendor. The
Engineering Division is selecting Engineering Business Systems, Inc. as the preferred
vendor, because of somewhat better customer service than its competitors.

of two EMT's and a rescue diver. They will be on-station as designated by the Fire Chief, typically in the center of the
racecourse, with its engine idling in neutral, ready to respond quickly, and is in radio communication with the entire race

that no permits were required for the event and that the City of Bremerton has control of the lake.
Our use of the City Park boat launch facility will be monitored, and cordoned-off if necessary, by a designated risk manager
to ensure that public safety is maintained by others using the park. We will not be launching any race boats from the boat

RE: Kitsap County Community Development Corporation (KCCDC) request for $20,000
of "Off Cycle" Community Development Block Grant funds.
The KCeDC has submitted an application for $20,000 of CDBG "Off Cycle" funds. Their
application indicates that they intend to use funds for program administration costs and seed
money for their revolving loan fund.
During the Committee Meeting on March 23, more information was requested. The following
is the response to that request:
1) Compilation of remarks and scoring produced by COBG Advisory Committee (CAC)
during the meeting held to review the application:
The COBG Advisory Committee (CAC) met on February 24, 2005. AIICAC members

CAC then convened for a lengthy discussion and voted by a show of hands. The result was
a unanimous recommendation for a CDBG "Off-Cycle" allocation of $20,000. The following
comments were handwritten on the scoring worksheets:
"+5 points overall impact for dollars spent will in the future produce more yield...8 calculated
risk"
"There is a real, apparent need for this level of on-tf1e..grouncJ finandng with an administrative
/ mentorship component - we need, as soon as possible, to seed and mentor unique,
sustainable small businesses in the downtown core"

MEMORANDUM
To: Bremerton City Council
From: Michelle Eichhorn
Date: March 16, 2005
RE: Kitsap County Community Development Corporation (KCCDC) request for $20,000 of
"off cycle" Community Development Block Grant funds.
The KCCDC has submitted an application for $20,000 of CDBG "off cycle" funds. Their application
indicates that they intend to use funds for program administration costs and seed money for their revolving
loan fund.
Background
On April 17th 2002, the City Council approved $60,000 of "off cycle" funding for the development of the
Kitsap County Community Development Corporation (KCCDe). The KCCDC has since hired a full time
loan officer, Jean Charneski, who has managed the project for the last year. The project has achieved all of
the goals outlined in its 2003 CDBG Contract.
The KCCDC applied for 2005 CDBG and was not recommended for funding. The agency then requested
consideration for CDBG "off cycle" funding.
CDBG "Off Cycle" Funding Process
The application has been:
1. recommended for approval by the Mayor;
2. reviewed by the CDBG Advisory Committee (Capital and Economic Development) and
recommended for approval;
3. technically reviewed by City Staff and an analysis of the AdvantageslDisadvantages of providing
or not providing funding is attached;
Recommendation
The application has satisfied all ofthe technical and eligibility requirements for the CDBG program. We
therefore recommend the application for approval.
Please contact Michelle Eichhorn at 473-5375 if you have any questions regarding this application.
1
City of Bremerton CDBG staff analysis of the AdvantageslDisadvantages of providing
or not providing funding to the Kitsap County Community Development Corporation.
Providing or not providing funding will allow or not allow the agency to:
. pay for anticipated operating expenses throughout the next year. ($10,000 is needed
to meet the budgeted expenses for operating costs);
. cover the basic operation costs until the 2005 allocated CDBG funds from Kitsap
County arrive in late spring;
. sustain the current salary level of the program director and continue to provide a
similar level of service to the public as in the recent past;
. continue to grow its revolving loan fund and gain more visibility and support in the
community.
Kitsap County Community Development Corporation
(KCCnC)
Purpose:
. Local mechanism to provide gap financing for small business retention, start-up
or expansion in Bremerton and Kitsap County.
. Consultation and referrals to other services for small businesses
.
Process:
. Applications by small business owners
· Loan Officer does credit underwriting
. Loan Review Committee reviews and either approves or declines
. Laser Pro loan documents used for loan closing
. Follow up continues for the duration of the loan
Goals:
. Economic Development aided with four loans in Kitsap County, each creating a
low-income job within a two-year period and with technical assistance to 40
individuals
. Capital leveraged with bank funds in loans and by obtaining $18,500 in grants
from five banks
. Marketing KCCDC throughout the community has led to a steady flow of referrals
from banks for technical assistance.
This Request:
. $18,000 for personnel, supplies and administrative expenses with the remainder
for the Revolving Loan Fund.
Other Requests:
. USDA grant application for $50,000
· New requests to the five national banks that contributed in 2004
. Initial requests to community banks within Kitsap County that will be more
personal with meetings with senior management.
. Fund drive to small businesses and individuals in Kitsap County - The Board is
still developing the best approach to use after studying techniques used by
Cascadia Revolving Fund and Washington CASH.

are set forth above.
B. The following direct cost expenses are reimbursable.
1. Travel, subsistence, and incidental costs, at cost.

cost basis, except as otherwise set forth herein.
3. Reproduction of reports, drawings, specifications, and other Project-related
documents, at cost.
4. Postage and shipping charges for Project-related materials, at cost.
5. Charges of special consultants requested or authorized by the City.
6. Local taxes or fees applicable to the engineering work or payments thereof.

COUNCIL SUMMARY
CHERRY AVENUE BASIN CSO AND BEACH MAIN IMPROVEMENTS -
AMENDED FOR REBID
Contract Summary
This project is part of the City program to reduce CSO events in compliance with WAC
173-245. In particular, this contract reduces CSO events in the Trenton/Cherry Avenue
Basins. The work consists of installing approximately 400 LF of buried sanitary sewer
on the beach below Campbell Way. The new piping eliminates a flow restriction and
provides increased conveyance capacity to the CSO treatment plant. In addition, pipeline
cleaning ports will be installed to allow cleaning of the beach main and two large
diameter sewer mains that convey flow from East Bremerton to West Bremerton under
the Port Washington Narrows.
Two bids were received for this project: Frank Coluccio Construction Company at
$1,102,290, and Stan Palmer Construction in the amount of$922,014.00 (including sales
tax). The construction will be completed within 75 days; the estimated completion date
is September 29, 2005.
This project had been previously bid. The bid opening was March 16,2005 and one bid
was received at$1,062,000. The City rejected this bid and elected to reduce the scope
and rebid the project since the bid amount exceeded the available budget.
Fiscal Summary
The 2005 budget for this project is $750,000. The project is being funded by Washington
State Water Pollution Control Revolving Fund Loan (SRF) No. L0500002. This loan
also funded the project titled "Shore Drive Sewer 2004 Improvements," which was
completed last year. Total costs for that project were $175,000, leaving $900,000 ofthe
loan available to fund this project. Total costs for this project are estimated at $965,000.
We propose that the remaining funds ($65,000) be transferred to this project from the
2005 Sanitary Sewer Main Replacement line item in the adopted 2005 Wastewater
Capital budget (Department 33.) The 2005 adopted budget will be formally amended at a
later date and will include this adjustment/transfer. The SRF loan No. L0500002 has
