AGENDA BILL 1W CITY OF BREMERTON CITY COUNCIL ........................................................................................ SUBJECT: Resolution No. 3231 approving Study Session Date: September 10, 2014 submittal for NOVA Recreational Trail COUNCIL MEETING Date: N/A Planning Grant Department: PW&U Presenter: Milenka Hawkins-Bates Phone: 360-473-5333 SUMMARY: The City of Bremerton will use this Nonmotorized Planning grant to evaluate conceptual alignments for a key segment of the Kitsap Regional Trail, a system of coordinated trails that will be gradually improved over the coming years and decades into a nonmotorized transportation facility which will connect Kitsap County rural areas with its cities and rural communities. This Non- motorized planning grant will provide information necessary to inform the alignment decision. The City of Bremerton is a regional water provider. Of critical importance to this process is protection of the City's watershed, which provides water to over 50,000 customers, and which is adjacent to the area proposed for public access. This planning effort will allow the city to determine where access is appropriate and how this access can be managed so this future key Nonmotorized link can be provided without endangering the City's drinking water. Deliverables will include alignment recommendations, a phased planning recommendation; planning-level cost estimates; maintenance requirements; trail head locations; parking; security, and other recommendations to secure the watershed despite increased Nonmotorized use adjacent to the watershed. This is a unique opportunity; there will not be a connected Regional Trail without this access. The Match will be in- kind services (meetings, workshops, staff and administration time) of$40,000 in value. ATTACHMENTS: 1) Resolution; 2) Grant summary FISCAL IMPACTS (Include Budgeted Amount): Grant request is for$100,000.00 with $40,000.00 in-kind services for match.
