RESOLUTION NO. 3231 APPROVING SUBMITTAL OF THE NOVA RECREATION TRAIL GRANT APPLICATION: Milenka Hawkins-Bates, Public Works & Utilities, explained that the City of Bremerton will use this Non-Motorized Planning grant to evaluate conceptual alignments for a key segment of the Kitsap Regional Trail, a system of coordinated trails that will be gradually improved over the coming years, and decades into a non-motorized transportation facility which will connect Kitsap County rural areas with its cities and rural communities. This non-motorized planning grant will provide information necessary to inform the alignment decision. The City of Bremerton is a regional water provider. Of critical importance to this, process is protection of the City's watershed, which provides water to over 50,000 customers, and which is adjacent to the area proposed for public access. This planning effort will allow the City to determine where access is appropriate and how this access can be managed so this future key non-motorized link can be provided without endangering the City's drinking water. Deliverables will include alignment recommendations; a phased planning recommendation; planning low-level estimates; maintenance requirements; trail head locations; parking, security; and other recommendations to secure the watershed despite increased non-motorized use adjacent to the watershed. This is a unique opportunity and there will not be a connected regional trail without this access. The match will be in-kind services (meetings, workshops, staff and administration time) of $40,000 in value. There were no comments or questions from the public... 05:10:00 Motion was made by Runyon and seconded by Davis...Comments and questions were then provided by Runyon, McDonald, Davis, and Daugs; with responses provided by Ms. Hawkins-Bates...
