After reviewing the applications and holding interviews with each of the applicants, the committee discussed and reached consensus on its recommendations to City Council. These recommendations are subject to Council review and approval. City Council may only fund organizations listed in the recommendations. Lastly, these recommendations are based on the assumption that adequate revenue will be available to meet contract obligations. The Chamber has a mobile application"My Chamber App"and a website http://www.bremertonchamber.org/and also uses social media. Marketing approaches include newspaper and magazine ads, radio, and Google Adwords. The Chamber also partners with Visit Kitsap and Tacoma Rainiers. Funding from the City of Bremerton will be used for marketing, website and mobile application, operation of the visitor center, and supplement efforts for the Armed Forces Festival. Bremerton Chamber of Commerce/ Bremerton Parks&Recreation Department Requested $30,000 Recommended Allocation $0 The intent of having a Wayfinding System is to 1) encourage visitors to take full advantage of activities and venues while in Bremerton 2) assist accidental visitors and those traveling via ferry in navigating throughout the City between key districts and 3) establish standardized signage. It is estimated that with improved signage, there would be a 5%increase in visitors per year and approximately 15%increase in local spending. The first phase of this proposal would include hiring a consultant specializing in signage and Way Finding Systems, taking stakeholder feedback, and developing a plan for the City of Bremerton. The second phase would involve production and installation of the signage. It is estimated that the requested funding would cover the consultant portion and application for further funding would come next year to cover the signage component. A minimum of$20,000 would be needed to arrive at substantial completion of the plan. Signage would tie in the highway, various City districts, and downtown. 3 While committee members did not support funding this proposal, there was consensus that the Wayfinding System should be considered by community organizations and businesses through a stakeholders process and that funding for signage design and/or installation could be addressed as a separate proposal at a later time,or through other sources like grants as well as funding through the organizations and businesses that would benefit most from the signage. Committee members also recognized that establishing consistency in signage and visibility of attractions to tourists would have an incredible impact on tourism and bring together the various City districts. KEC advertises via flyers, websites, radio, magazines, television, reader boards,as well as street and bus banners. Numerous collaborations include Visit Kitsap,Washington State Ferries, various Chambers of Commerce and local business associations, and hotels. The target audience is Seattle/Tacoma,areas near the Hood Canal Bridge and Tacoma Narrows Bridge, the Pacific Northwest, and international travelers. Funding from the City of Bremerton would go directly to marketing of Kitsap Harbor Festival, Rock the Dock, and Cinco de Mayo. Washington State Science &Engineering Fair Requested $20,000 Recommended Allocation $14.000 The Washington State Science and Engineering Fair(WSSEF) is a statewide competition for students held at Bremerton High School. In addition to printed materials,WSSEF has a website http://wssef.org/and does utilize social media. WSSEF also has televised segments on BKAT,and ads in newspapers, journals and magazines. Funding from the City of Bremerton will be used to improve its website and social media, marketing, and developing regional fairs to draw more participants to Bremerton. 4 Kitsap Admirals Requested $14,600 Recommended Allocation $10.000 The Kitsap Admirals are a local basketball team who began participating in the American Basketball Association (ABA) Northwest League in 2012. Team players collaborate with Bremerton Parks and Recreation to promote the program and also participate in a youth Anti-Bullying campaign. Other community events include the Silverdale 3 on 3 Basketball Tournament and Party at the Pier. Estimated attendance at a single game averaged 450 spectators and approximately 200 were from out of town. A season includes 10 home games hosted at Olympic College and most teams stay overnight. A tournament usually includes 20 games and that draws over 2,000 players and attendees. Teams from Japan and Canada are expected to participate next season. Attendance is expected to increase by at least 10%with use of the Youth Wellness Campus basketball court starting up. Current marketing includes television and radio commercials, newspaper ads, ferry ads, direct mailing marquees, Kitsap Mall ad boards, Facebook, and website http://www.kitsapadmirals.coml. Support from the City of Bremerton will be used for direct marketing. Fund Reserve/Balance Recommended Allocation $7.000 The Lodging Tax Advisory Committee (LTAC) agreed that if funds are available after honoring contracts, that the remainder or estimated$7,000 should be allocated to the fund balance to start building a reserve. This is coming from several lean years and expending the balance. Committee members enjoyed the opportunity to meet with applicants and hope that the City Council will support its recommendations for Fiscal Year 2015 as presented. 5
