Agreement with HDR for the Sewer Grit COUNCIL MEETING Date: August 20, 2014
Study and Oyster Bay Sewer Pre-design Department: PW&U Engineering
Report Presenter: Chal Martin /Tom
Knuckey
Phone: (360)473-5758
SUMMARY: Based on an evaluation of qualified consultants, the City has selected HDR to provide
consulting engineering services for the Sewer Grit Study and Oyster Bay Sewer Pre-design Report.
Historically, there have been a number of pipe failures and pump replacements that have been caused
by grit scour in the sewer system. HDR will complete a study to determine how sandy grit enters the
sanitary sewer system, the impact of the grit, and present various alternatives for reducing grit entry. In
addition, HDR will evaluate various project alternatives in the Oyster Bay Basin which may include
installing low pressure sewer systems, abandoning beach sewer mains, and constructing a new upland
sewer system. Since the study and report are related, they are being bundled and will be done by a
single consultant.
Five consultants were sent Request for Proposals (RFPs). Four of the consultants submitted proposals
and HDR, Inc. was selected for the work. A scope of work was submitted and negotiated in the amount
of$215,300.
