City Council Reg. Mtg. Minutes Wednesday, March 30, 2005 Page 3 of 4 6A - PURCHASE AND SALE AGREEMENT BETWEEN THE CITY OF BREMERTON AND EAST PARK LLC FOR THE SALE OF EASTPARK (#AB05-082): Gary Sexton, Economic Development Director, explained that staff is recommending that the City sell the property commonly known as Eastpark to EAST PARK LLC for the sum of $2,100,000.00. The terms are $925,000.00, including earnest money of $5,000.00, to be paid by Purchaser at time of closing which is April 22, 2005. The purchase price includes $250,000.00 to be applied to any offsite storm sewer improvements, modifications or repairs for water conveyance from the property to Puget Sound. The buyer is proposing to build approximately 300 or more housing units including not less than 75 multi-family units and agrees that build out of the project will occur within not more than four phases over a period not to exceed four years from the receipt of final Plat and/or Planned Unit Development approval. Jack WillinQ of LYLE HOMES, commented that market studies have been done so they are confident of the project's cost; and there are public meetings planned to take feedback from Manette residents to help shape the area's identity. Mr. Sexton advised the Council to move forward on this project. Chris Kealy of DIAMOND, believed that his offer meets all of the criteria as set by the City and asked that the Council consider that offer before making a decision. Mr. Shepherd asked if any public meetings have been held with residents of the Manette community. Mr. Sexton responded that there have been two meetings with the citizens when CHAFFEY HOMES was a prospective builder. Mr. NYQren summarized that he represented Manette and the constituents' concerns in the selection process. Mr. Shepherd asked how much of an investment LYLE HOMES has put forward. Mr. WillinQ answered that a market study, preliminary conceptual design, and discussion on engineering costs have been done and the estimated cost would be about $15,000. Mr. McConnell pointed out that there is no penalty for not building out the project in a timely fashion. Mr. Sexton commented that there is a level of trust in these kinds of transactions and substantial investment so it is hoped that the builder would follow through on the project. Mr. McConnell asked if the Navy is aware that part of the purchase price includes $250,000 to be spent on off-site sewer improvements. Mr. Sexton answered yes. Mr. McConnell requested clarification of "Harborside Pathway". Mr. Sexton explained that it is a concept for a walking trail that connects various parks and potentially the boardwalk. Mr. Short provided comments in support of this purchase offer. Mr. Maupin asked if all companies receive ample time to respond in the bidding process. Mr. Sexton outlined the difficulties that occurred during the process and answered that while the majority of the groups had sufficient time to respond to needs of the City, DIAMOND had not been part of the earlier discussions and therefore did not have time to make any changes to the proposal. Mr. Shepherd asked what the market price of the single family residential. Mr. Sexton answered that the cost would be about $180,000 to $400,000, depending on the style of the home. Mr. Shepherd was interested in how the projected property tax revenue will fit in with infrastructure costs. City Council Reg. Mtg.
