SUMMARY: The City received a $1.7 million bicycle /pedestrian grant from WSDOT to improve a segment of Washington Avenue between 5 th street and the Manette bridge. Over the last several months, three possible configurations emerged: • Option 1: one vehicular travel lane northbound and southbound; • Option 2: two lanes northbound and one lane southbound; • Option 3: two lanes (northbound only) from 6 th to the bridge. At its meeting on July 2, 2014, the Council moved to preliminarily approve Option 2. On July 18, 2014, WSDOT informed the City that if the City changed the project scope to Option 2, the grant would be cancelled. The City Administration recommends that Council vote to withdraw its approval of Option 2 and move to approve Option 1. Box 47440 Olympia, WA 98504 -7440 Re: Request for Approval of Scope Change for Washington Avenue /11th Street Sidewalk Connector Project HPt_- PB12(004) — 2013 Pedestrian and Bicycle Safety Dear Mr. Campbell: The City of Bremerton requests Washington State Department of Transportation concurrence with a change in the scope for the project, and to note related design deviations that will be needed. A revised section and prospectus are enclosed. This request is pursuant to the vote taken by the Bremerton City Council in its meeting Wednesday, July 2, 2014 The City's Public Works Department identified four options to reconfigure this key segment of Washington Avenue to improve the street for bicycle and pedestrian use. Those options were: #1 Design as submitted for the grant application with a road diet, maintaining a single travel lane in each direction with a dedicated bike lane and wider sidewalks northbound and southbound. #2 Maintain two northbound lanes (one on each side of the center median), and a single southbound lane. Provide a dedicated bike lane northbound and a wider sidewalk on the east side of this Option #1, with the southbound bike lane becoming a sharrow, and the sidewalk on the west side remaining at the current width. #3 Reconfigure Washington Avenue to one -way northbound from 6 Street to the Manette Bridge. Provide two northbound lanes (one on each side of the center median); a 'northbound bike lane, a southbound contra -flow bike lane, and wider sidewalks on both sides. #4 Take no action and return the grant funding Following a substantive public outreach and public input process spanning more than a year, and pursuant to State Environmental Policy Act review, the City Council considered the options at its study session on June 2e, and at its Council meeting on July 2" Additional public input was received during the Council meeting on July 2" The Council is supportive of retaining the grant funding to make improvements for pedestrians and bicyclists. Option #3 drew concerns, as this option had not been evaluated in the context of an overall Public Works & Utilities 1 100 Oyster Bay Ave. N, Bremerton, WA 98312 ' Phone (360) 473 -5920 • Fax (360) 473 -5018 circulation plan for the downtown area. City staff and the City's consultant, Parametrix Inc., recommended Option #1, and the option received serious consideration from the Council; however, several Councilmembers were concerned with limiting Washington Avenue's northbound vehicle capacity. Therefore, striving to achieve a balance between pedestrian, bicycle, and vehicular traffic use, the Council ultimately voted Option #2 as the preferred alternative. As noted above, Option #2 removes the dedicated southbound bike lane and substitutes it with a sharrow; it will also require WSDOT approval for three design deviations: • Turning Radius from eastbound & Street to the northbound lane located on the west side of the center retainina wall on Washinaton Avenue. Geometric limitations will not enable the minimum turning radius to be provided for the City's B-40 and WB -20 design vehicles, and would therefore need to become a restricted movement with appropriate signage provided; a Omission/reduction of the buffer space on the west side of the center median. There is 29.5 feet available between the center median and the retaining wall on the west side of the roadway. Currently there are two 11 foot lanes and a 7.5 foot sidewalk. Typically a two foot buffer would be required for the lane adjacent to the center median. A maximum buffer width of one foot must be considered in this case. If this deviation is not allowable, the existing sidewalk width must be reduced to 6.5 or even 5.5 feet (see the following deviation). • Clear zone reduction for existing po, Mr poles in the sidewalk on the west side. The current sidewalk width is 90 inches (including the curb). Should WSDOT determine the above - requested deviation is not allowable, sidewalk width will need to be reduced to 78 inches or 66 inches. Siting the power pole 18 inches behind the curb to meet clear zone requirements would reduce the effective sidewalk width to approximately 42 inches or 30 inches (this assumes an 18 -inch diameter power pole). Since 48 inches are necessary to meet ADA requirements, a deviation will be required. Should this scope change not be acceptable, please advise as soon as possible. Time is of the essence in moving forward to meet the design milestones for this project. Should WSDOT determine the scope change is not acceptable, City staff will forward your response to City Council for reconsideration of the design alternatives. My staff and I are available at your convenience to provide additional technical information associated with any of these issues. Kyle Subject: RE: Request for Prospectus Scope Change - Washington Avenue Date: Friday, July 18, 2014 9:45:01 AM Chal, WSDOT Local Programs reviewed your request to revise the scope of the Washington Avenue /11th Street Sidewalk Connector Project, PB13(004). We do not concur with the scope change. The city letter details 4 options for the Washington Avenue /11th Street Sidewalk Connector Project through the Pedestrian and Bicycle Safety program. Local Programs evaluated and funded option number 1 a road diet with a single lane of travel in each direction, dedicated bike lanes and wider sidewalks. Options 2 and 3 represent maintaining a combination of multiple travel lanes and handling the bicycles in ways that are a significant change in scope from your original grant request. If options 2 or 3 were submitted as part of your original grant application materials, this project would not have been considered for funding. We are sympathetic with how these projects evolve through the development process, and appreciate your efforts to reach out to the public and balance needs with a finite right of way. I see two options for the city. 1. Retain the grant and complete the project as proposed in the grant application as selected. 2. Cancel the grant. At its meeting on July 2, 2014, after considering additional public input and a short presentation the Council voted to preliminarily approve Option 2 (two northbound lanes north of 6th to the Manette Bridge; one southbound lane; wider sidewalk with bike lane northbound; narrower sidewalk with no bike lane southbound). Pursuant to this vote, the Public Works Department submitted a letter to the Washington State Department of Transportation, requesting approval to modify the project scope, since Option 2 contained fewer specific bicycle /pedestrian improvements than originally envisioned in the grant application (the grant source was for pedestrian and bicycle improvements). On Friday, July 18, the City received a response from WSDOT. In its response, WSDOT informed the City that if the City changed the project scope to Option 2, the grant would be cancelled. The project will be coupled with a utility project that will construct a new sewer main in Washington Avenue and allow 4,000 feet of an existing gravity beach sewer main in the Port Washington Narrows to be removed from service. Other components of the project will be a widened sidewalk to match work previously completed in the downtown core and just completed Manette Bridge replacement, remove obstructions from the sidewalk, marked bike lanes, street lighting, street trees, and utilization of low impact development (LID) practices. Recent Progress: (Describe any efforts or portions of the project that have been completed or are underway) See attached vicinity map. Specifically for this project, predesign of the sanitary sewer replacement has been done and surrey and base mapping is approximately 50% complete. This project is a vital link to connect the downtown core with the recently completed Manette Bridge. The Bridge replacement was recently completed in 2011 by WSDOT with a 10 -foot sidewalk and 5400t shoulders for bicyclists. Other components completed or work underway: - Pacific Avenue - 11 th Street to Evergreen Park - Currently out to ad with construction completion by end of this year. -Lower Wheaton Way - Manette Bridge to Lebo Blvd. - Funded and under design, construction scheduled for 2013. - Pacific Avenue - 6th to 11th Street - Coordinating with Puget Sound Energy (PSE) for utility undergrounding, design 90% complete, construction scheduled for 2013. - Pacific Ave. -1 st to 6th Street; Washington Ave. - Ferry Terminal to 5th St.; Work completed from 2005 to 2009. The current roadway was designed and reconstructed in 1969 -71 going from two lanes to the current 4 lanes (2 Northbound and 2 Southbound) south of the bridge, with a new curved connector roadway being built up to the intersection of 11th and Pacific Avenue. The lanes are 11 -foot with a 25MPH speed limit, 5 -foot sidewalks, and there are three bus routes that use this roadway with a bus stop on each side of the street approximately mid -block between 6th and the Manette Bridge intersections. Housing density is higher here with the proximity to the water and is a mixture of multi -unit housing and single family residences. Most of the units on the waterside are multi -unit, either apartment buildings or condominiums. From 5th Street north on the east side of the roadway up to the bridge, there is an existing 5 foot sidewalk that has numerous power and telephone poles for service drops to the adjacent properties, with most poles being in the middle of the walk reducing actual sidewalk width to 2 -foot. The adjacent buildings, parking areas, driveways, garbage cans, and steel handrail at the back of the sidewalk make for a very congested sidewalk area forcing pedestrians and bicyclists into the adjacent lane of traffic. North of the bridge, the sidewalk follows along the residences on Washington Avenue and there is no sidewalk adjacent to 11 th Street until approximately 100 -feet from Pacific Avenue. The intersections of Washington and 5 and 6" Streets have no handicap ramps. From 6th Street north on the west side, retaining walls with heights varying from 6 -foot to 16 -foot dominate the sidewalk directly adjacent. This sidewalk has obstructions as well from private utilities to street trees placed adjacent to the curb. The retaining walls end just north of the bridge intersection. The roadway between 6th and the bridge is seperated as well, with a retaining wall in the center of the north and southbound lanes, and the southbound lanes being slightly elevated over the northbound. Project Impact How will the project meet the four goals? medians, and pedestrian streetscape features, including trees where appropriate. (c) Protecting the environment and reduf' congestion by providing safe alternatives - *- single occupancy driving. (d) Preserving community character by i ,, ,,Iving local citizens and stakeholders to pat. :pate in planning and design decisions. a.) To encourage alternate transit, citizens need to feel safe as they walk, bicycle, or use public transit. This level of safety is provided by having marked bicycle lanes and wide clutter -free lighted sidewalks for walking and waiting for transit. Our project will provide those amenities to promote alternate transit and provide a critical linkage by connecting dense residential properties and pedestrian /bicycle commuters near the ferry terminal with the Manette community and Evergreen Park. b.) Washington Avenue is a principal arterial for the City and commute corridor for connecting one of the regions largest employers, the Puget Sound Naval Shipyard (PSNS), the ferry terminal, downtown and Manette business districts, residential areas and Evergreen Park. This project constructs a critical missing link in this infrastructure and will make it safer for pedestrians by widening sidewalks, remove obstructions, mark a bicycle lane, provide street lighting and generally make pedestrians and bicyclists more visible. There will also be sufficient room in the wider sidewalks for street trees and LID improvements. This will greatly improve safety for our at -risk population, particularly children, the elderly, and disabled. c.) The improved and completed sidewalk will encourage additional recreational and commuting usage as it improves a vital link between residential areas, the ferry terminal, downtown commercial district and the Puget Sound Naval Shipyard. The current economic downturn has temporarily idled some projects, but interest remains high for redevelopment of the waterfront properties this roadway abuts. In addition, the utility portion of the project will remove an active gravity sewer main from the waterfront, providing for improvements to the overall marine environment, along with the LID improvements to be incorporated into the street portion of the work that will help in treating stormwater runoff. d.) The selection of this route for pedestrian and bicycle improvements was done with local citizens and stakeholders as part of the process for the City developing its 2007 Non - Motorized Transportation Plan. This partnership with citizens and stakeholders will continue through the design of this project. The City of Bremerton also held a public meeting in September of 2010 and requested public comment/survey for the project and received overwhelming enthusiasm. Copies of the responses are available upon request along with copies of letters of support from the United States Navy, Port of Bremerton, Downtown Business Association, Kitsap Credit Union, Manette Business Association, NAACP, Black Historical Society of Kitsap County, Sustainable Bremerton, and private developers Tim Ryan LLC, JCS, and Shers Partners. Complete Streets Ordinance - Adopted by City Ordinance #5184. Non - Motorized Transportation Plan - Dated December 2007. City of Bremerton Downtown Regional Center Sub -Area Plan - Dated December 2007, Implementation Outline the project implementation plan or approach consistent with the previously documented milestones (i.e., project delivery status (planning, environmental review, right of way acquisition, construction plans), matching funds or services, consistency with community plans) With award of funding, the City of Bremerton will use a consultant to immediately begin preparation of the environmental documentation required for the project. With the proximity to the shoreline, permitting will be substantial and we are accounting for 14 months to complete all permitting. Design would be continuing during this time as well as coordination with the property owners and private utilities for the work on the private properties. Once approvals are in hand, the City would immediately move to advertise the project and go to construction. Construction of the sewer main in Washington Avenue /11 th Place would be the first item of work as well as placement of the individual grinders for each property. Costs for this portion of the project, including street removal and all work to be completed on the private properties, will be borne by the City. Of the $2,750,000 anticipated to be spent for this utility work, approximately $1.3 million is in the right of way, with $1.45 million being spent to complete work on the private property. Reconstruction of the roadway from 5' Street to the Manette Bridge would begin shortly after main installation and connection of the private laterals with paving being done late in the fall of 2015. The City would then pursue Phase 2 of the project which would complete the pedestrian and bicycle improvements from the Manette Bridge north to Pacific Ave. APPLICATION CONCURRENCE Transportation Agency Engineer, Traffic Engineer, or Director Agency: City of Bremerton Date: Name: Gunnar Fridriksson PLS, PE 6/27/2012 Title: Managing Engineer Address: 3027 Olympus Drive, Bremerton, WA 98310 This button.will enter the current' E- mail:. gunnar .fridriksson @ci.bremerton.wa.us datel Phone: 360.473.2354 WSDOT Region Administrator (if project is on a State Highway) Region: Date: Name: Title: Address: This button will E -mail: enter•the current. date! Utilities Project Overview City Maps /GIS The Washington Avenue /11th Street Sidewalk Connector Project is a Codes & Ordinances combination of a City utility and City street project. Constructing the Construction Projects two projects together not only reduces the overall cost of both 11th & Warren - projects, but also helps minimize impacts and inconveniences to the Additional Work public. Anderson Cove/ Lillian t and James Walker Utility - The basis of this portion of the project is the abandonment of Park the existing failing 6 -inch sanitary sewer main located in the beach Defense Industrial below Washington Avenue. This main serves the residences above the Corridor steep Port Washington Narrows Beach area and has a history of Evergreen Rotary Park minor failures. Due in part to the frequent maintenance and repairs Construction needed to the main, along with environmental concerns, a new Lower Wheaton Way sanitary main will be laid in 6th Street up to the Manette Bridge. Orange Drive Jack and Residences on the waterside that currently have wastewater service via the beach sewer will have Bore grinder pumps installed that intercept the flow and pump it to the new main in the street. This Pacific Avenue project is a continuation of work being completed in 2014 north of the Manette Bridge. Reconstruction Reservoir 19 & 20 Street - The City received $1.7 million from a Washington Ave/ 11th _ pedestrian and bicycle grant administered through St Sidewalk Connector WSDOT to construct street improvements. The Washington Sewer ° work includes wider sidewalks, bike lanes and a Improvements road diet between 5th Street and the Manette WWTP Primary Bridge to better accommodate these improvements. Effluent Pump Retrofit G°! The basis for the plan originates from the City of Forms & Applications Bremerton's Downtown Regional Center Sub Area Request for Plan, accepted by City Council on December 19, Bids /Proposals 2007. A link to the plan and typical cross - sections is Transportation available here. For the full Downtown Regional Benefit District (TBD) Subarea Plan, please click here. City staff concern for traffic impacts led to an initial review of this proposed road diet which found the lane reduction Contacts &Comments impacts to be minimal. Additional analysis and a review of a roundabout option for the existing Helpful Links signal is to be included with this project. Specifically for this project, pre design of the sanitary sewer replacement has been done and survey and base mapping is approximately 50% complete. This project is a vital link to connect the downtown core with the recently completed Manette Bridge. The Bridge replacement was recently completed in 2011 by WSDOT with a 10 -foot sidewalk and 5 -foot shoulders for bicyclists. Other components completed or work underway: - Pacific Avenue -11th Street to Evergreen Park - Currently out to ad with construction completion by end of this year. - 1st to 6th Street; Washington Ave. North of the bridge, the sidewalk follows along the residences on Washington Avenue and there is no sidewalk adjacent to 11th Street until approximately 100 -feet from Pacific Avenue. The intersections of Washington and 5'" and 6th Streets have no handicap ramps. Project Impact How will the project meet the four goals? medians, and pedestrian streetscape fe s es, including trees where appropriate. (c) Protecting the environment and redo_ .,g congestion by providing safe alternative:. single occupancy driving. (d) Preserving community character by involving local citizens and stakeholders to participate in planning and design decisions. a.) To encourage alternate transit, citizens need to feel safe as they walk, bicycle, or use public transit. In addition, the utility portion of the project will remove an active gravity sewer main from the waterfront, providing for improvements to the overall marine environment, along with the LID improvements to be incorporated into the street portion of the work that will help in treating stormwater runoff. d.) The selection of this route for pedestrian and bicycle Improvements was done with local citizens and stakeholders as part of the process for the City developing It's 2007 Non - Motorized Transportation Plan. This partnership with citizens and stakeholders will continue through the design of this project. The City of Bremerton also held a public meeting in September of 2010 and requested public comment/survey for the project and received overwhelming enthusiasm. Copies of the responses are available upon request along with copies of letters of support from the United States Navy, Port of Bremerton, Downtown Business Association, Kitsap Credit Union, Manette Business Association, NAACP, Black Historical Society of Kitsap County, Sustainable Bremerton, and private developers Tim Ryan LLC, JCS, and Shers Partners, PROJECT DESCRIPTION SECTION (continued) Distance from major housing, commercial attraction, Nationally designated Main Posted Travel Speed: transit station or other bicycle or pedestrian generator: Street Community 25 No Distance (miles) 0.1 If operating speed differs, - National Main Street Affiliate p g s p Comments: Project is link between ferry terminal, Puget No please provide operating Sound Naval Shipyard, downtown commercial - speed: district, Evergreen Park, and Manette. Implementation Outline the project implementation plan or approach consistent with the previously documented milestones (i,e., project delivery status (planning, environmental review, right of way acquisition, construction plans), matching funds or services, consistency with community plans) With award of funding, the City of Bremerton will use a consultant to immediately begin preparation of the environmental documentation required for the project. Construction of the sewer main in Washington Avenue /11th Place would be the first item of work as well as placement of the individual grinders for each property. Costs for this portion of the project, including street removal and all work to be completed on the private properties, will be borne by the City. Of the $2,750,000 anticipated to be spent for this utility work, approximately $1.3 million is in the right of way, with $1.45 million being spent to complete work on the private property. Reconstruction of the roadway from 5 Street to the Manette Bridge would begin shortly after main installation and connection of the private laterals with paving being done late in the fall of 2015. The City would then pursue Phase 2 of the project which would complete the pedestrian and bicycle improvements from the Manette Bridge north to Pacific Ave. APPLICATION CONCURRENCE Transportation Agency Engineer, Traffic Engineer, or Director Agency: City of Bremerton Date: Name: Gunnar Fridrlksson PLS, PE 6/27/2012 Title: Managing Engineer l ffis tutton;wlllJ: ; f Address: 3027 Olympus Drive, Bremerton, WA 98310 - -• ,.- ,,:• . , • -Y.- t° _. Therefore Agenda Item 9B. Selection of Project Configuration for Washington Avenue Improvements (5th Street to Manette Bridge) WSDOT response letter from Neal Campbell dated July 18, 2014 states the following and I have underlined the key sentence: 'The city letter details 4 options for the Washington Avenue /11th Street Sidewalk Connector Project through the Pedestrian and Bicycle Safety program. Local Programs evaluated and funded option number 1 a road diet with a single lane of travel in each direction, dedicated bike lanes and wider sidewalks." Here are my questions: 1. When was the design of option 1 submitted to WSDOT for "evaluation and funding ?" 2. How can WSDOT evaluate and fund an option when we were led to believe the City had not yet selected an option? Here is my public records requests: 1. A complete chronology of the history of the project with ALL project milestones listed and described. 2. A copy of all correspondence, electronic and written (other than that already provided to the council) between any City employee or elected official and WSDOT related to the Washington Ave. project and any of the options considered. Please provide all documents created during the period from Octobe 1, 2010 to July 22, 2014. 3. A copy of all correspondence, electronic and written (other than that already provided to the council) between any City employee or elected official and Parametrix related to the Washington Ave. project and any of the options considered. Please provide all documents created during the period from Octobe 1, 2010 to July 22, 2014. Councilman Runyon Lori Smith From: Lori Smith on behalf of City Council Sent: Wednesday, July 23, 2014 2:23 PM To: City Council Subject: FW: Request for (Additional) Information - Washington Avenue & 11th Street Sidewalk Connector Project Roy Runyon) Attn: Council Members (FYI) From: Roy Runyon Sent: Tuesday, July 22, 2014 7:46 PM To: City Council Cc: Roy Runyon; Patty Lent; Chal Martin Subject: RE: Request for (Additional) Information - Washington Avenue & 11th Street Sidewalk Connector Project Roy Runyon) Once again, I request that a possible vote on the Washington Ave. & 11th Street Sidewalk Connector Project be postponed until the regular council meeting of Aug. 6, 2014 and after a discussion of how the administration can "twist some arms" to get WASHDOT to approve funding for Option #2. In regard to the additional documents provided related to the original presentation, public meeting and public input, I have these comments and requests: On page 2 (of 4) of the grant application, under " Project Impact: How will the project meet the four goals ?" the text is STILL missing at the very top. Please provide me with the missing text. The first document attached, Council Mtg. Powerpoint.pdf titled "Downtown Streetscape Promenade and Retail Connector" presented during the City Council meeting of Oct. 6, 2010, shows a configuration of Washington Ave. from 6th St. to the Manette Bridge that's different from Options #1, 2 or 3 recently discussed the public and the council. On the unnumbered page labeled "Design -- Washington Ave." the proposed configuration shows (from east to west): a 13ft. wide sidewalk, a 5ft. wide bicycle lane and a 12ft. wide vehicle lane. On the upper level, the design shows a 15ft. wide sharrow (shared vehicle /bicycle lane), a 7ft. wide parking strip and a sidewalk of unmarked width. Based upon the language in the grant application, Option #2 appears to still achieve what was intended. The language lays out general concepts (e.g. bike lane(s) and wider sidewalk(s)) but doesn't specify the specific layout of those features. The survey forms are for the entire "Downtown Improvement Project" and aren't specific to the Washington Ave. piece and the proposed design which doesn't match any of the options recently discussed including Option #1. -- Councilman Runyon From: Roy Runyon Sent: Tuesday, July 22, 2014 3:11 PM To: City Council, Cc: Patty Lent; Chal Martin; Roger Lubovich; Roy Runyon Subject: RE: Request for (Additional) Information - Washington Avenue & 11th Street Sidewalk Connector Project Roy Runyon) Why does Greg get to decide what information is made available to the city council before they vote on an issue? In your July 18, 2014 response to the City of Bremerton's request for a change in scope to the Washington Avenue project, you wrote: 'The city letter details 4 options for the Washington Avenue /11th Street Sidewalk Connector Project through the Pedestrian and Bicycle Safety program. Local Programs evaluated and funded option number 1 a road diet with a single lane of travel in each direction, dedicated bike lanes and wider sidewalks." We were led to believe that a design option for Washington Ave. had NOT been selected prior to the Bremerton City Council meeting of July 2, 2014 when the council approved option #2. In the underlined section above, it appears you or your office had been told that the City was moving forward with option #1. How could you have "evaluated and funded option number 1" when the council had not selected option #1? To help answer my questions, I hereby request the following documents: 1. A complete chronology of the history of the project with ALL project milestones listed and described. 2. A copy of all correspondence, electronic and written (other than that already provided to the council) between WSDOT and any City employee or elected official related to the Washington Ave. project and any of the options considered.
