SUMMARY: The City received a $1.7 million bicycle /pedestrian grant from WSDOT to improve a
segment of Washington Avenue between 5 th street and the Manette bridge. Over the last several
months, three possible configurations emerged:
• Option 1: one vehicular travel lane northbound and southbound;
• Option 2: two lanes northbound and one lane southbound;
• Option 3: two lanes (northbound only) from 6 th to the bridge.
At its meeting on July 2, 2014, the Council moved to preliminarily approve Option 2. On July 18,
2014, WSDOT informed the City that if the City changed the project scope to Option 2, the grant
would be cancelled. The City Administration recommends that Council vote to withdraw its approval
of Option 2 and move to approve Option 1.

FISCAL IMPACTS (Include Budgeted Amount): The street component of this project is funded
100% by a State - sourced Bicycle /Pedestrian grant of $1.7 million. The Utility work is programmed in
the City's draft 2015 capital improvement program.

RECOMMENDED MOTION:
Move to withdraw approval of Option 2 for the Washington Avenue Improvement Project as passed
on July 2, 2014; further move to approve Option 1 for the Washington Avenue improvement project;
and authorize the Mayor to proceed with project design for the indicated street configuration.
