Additional budget is requested for four project phases as described below: Phase 05 — Final Design An additional $3,769.70 is requested to address costs for out -of -scope final design work performed for the Evergreen Park re -design. The following provides the reasoning behind the extra effort: • Additional costs were necessary to address the following additional scope items: Changes to viewing platform design including reduction from 35 feet to 25 feet, regarding the site, change in material from asphalt to concrete, addition of a metal guardrail, and changes to landscaping. Additional design to remove two catch basins on-site and replace them with hard piping. Additional design for replacement of a catch basin at Highland Avenue and 13th Street. Phase 08 — Directed Services An additional $5,000 in directed services is requested to address costs for providing a rendering mounted on two 3 -foot by 5 -foot boards showing how the renovated Evergreen Park will look at completion. This work is estimated to costs $2,500 and Is currently in process. An additional $2,500 is requested to address unanticipated future requests by the City. Phase 09 — Construction Engineering Support An additional $4,230.30 is requested for construction related engineering support to address costs for out or scope engineering work performed on the project. The following provides the reasoning behind the extra effort: • Additional costs were necessary to address the following additional scope items: Additional effort for providing submittal review and responses. To date a total of 55 responses have been provided. The original budget anticipated providing 20 responses. In addition, we are requesting funds to cover approximately 18 hours of engineering support moving forward to project completion. City of Bremerton 233-1896-124 Washington Avenue Community Boulevard 3 September 2015 Contract Modification No 3 SCOPE OF WORK (continued) Phase 10 — Construction Management The Exhibit C Construction Management budget assumed 16 -hours labor for the Construction Manager, and 8 - hours labor for the assistant per week for the construction period. The labor effort has been significantly greater (nearly a 50% increase) due to additional work, and also due to City staff changes resulting in a request for an additional $51,938 to address additional Construction Management effort required to date and projected need moving forward to project completion. The following provides the reasoning behind the extra effort expended to date: • In the first two months of kicking off the project there were several additional coordination meetings regarding the Puget Sound Energy (PSE) Schedule 74 work, which included additional coordination with the contractor, PSE, and the City of Bremerton (City). Changes In the Schedule 74 work also created additional meetings and coordination with all the other utilities being installed in the same area. • Once construction began, Issues and conflicts with the Schedule 74 and the project design required more than anticipated on site time to evaluate and field fit structures and provide resolution to issues. There have been several unforeseen conditions on the project that have required additional site visits, monitoring, and management. These have Included: A water main break, snagged phone lines, unforeseen utilities In the ground. ADA and pedestrian access issues within the project area. Response to Community feedback and complaints. Locating unknown sewer connection and field fitting connections. Grinder pump installation changes and coordination with new and existing conditions with home owners. Quantity tracking issues and resolutions. Storm water outfall issues and resulting changes. Coordinating and negotiating the changes in Evergreen Park (ongoing). Moving signal poles and utility vaults (field fit) due to conflicts with existing conditions. Traffic control issues during peak times, pedestrian safety, etc. Managing additional construction work added to the project, including ■ House demolition and requested changes at House 646B Washington Avenue. ■ Eagles loading zone and additional driveway request. Expansion of work due to changes in the construction schedule by the contractor to meet City event needs and project deadlines. Responding to letters and additional meetings with the contractor to negotiate cost and validity of claims. Bremerton/Parametrix Washington Avenue Community Boulevard - Engineering Page 6 of 7 CITY OF BREMERTON By: HAITMC_F its: 4 - Date: 4 f 20 A Approved as to form: BREMERTON CITY ATTORNEY By Bremerton/Parametrix Washington Avenue Community Boulevard - Engineering Page 7of7 CONSULTANT its: Date: EXHIBIT A - SCOPE OF WORK City of Bremerton Washington Avenue Community Boulevard Engineering Services INTRODUCTION The Washington Avenue Community Boulevard project consists of roadway, non -motorized transportation, sanitary sewer, water, and stormwater improvements on Washington Avenue between 5th Street and the Manette Bridge. Main elements of the work consist of: • Abandonment of the beach main between Lift Stations CE3 and CE4 and provision of a gravity sewer in Washington Avenue as a replacement. This work will require the installation of grinder pumps at properties located on the bluff adjacent to Washington Avenue. The building at CE3 will be removed, and the remaining caisson will be converted to an at -grade viewing platform. Reconstruction of Washington Avenue between 5th Street and the Manette Bridge to include non -motorized improvements such as ADA accessible sidewalks and bicycle lanes. The reconstruction will also incorporate reducing the current roadway from two lanes in each direction to fewer lanes and enhanced pedestrian and bicycle facilities, pursuant to information developed in an alternatives analysis, public input, the vision of the Downtown Regional Center Subarea Plan, the requirements of the grant, and approval by the Bremerton City Council. • The feasibility of replacing the signalized intersection at the Manette Bridge with a roundabout will be evaluated during preliminary work. This work will be taken to the approximate 30% design level for this scope of work. If selected as a preferred alternative, final roundabout design will be completed during a future project. • Development of a former brownfield (known as the Former Chevron Property) located at the end of Highland Avenue to be fully incorporated into Evergreen Park. This work will include abandonment of Highland Avenue at that location and the development of landscaping, pedestrian paths, and lighting. Permitting for the project is currently being performed under separate contract. This scope of work for Engineering Services consists of the following Tasks: Phase 1 — Project Management and Meetings Objective Obtain project data; monitor and manage scope, schedule, and budget; and periodically meet with the City and other members of the design team to review project status.
