HomeMy WebLinkAbout07/16/2014 8B 29 AGENDA BILL CITY OF BREMERTON CITY COUNCIL SUBJECT: Approval to eliminate the 1 FTE Study Session Date: July 9, 2014 Forestry Manager position, decrease 1 FTE COUNCIL MEETING Date: July 16, 2014 Forest Service Specialist Senior position, Department: PW &U add1 FTE Forest Service Specialist, and Presenter: Chal Martin add1 FTE Office Assistant Senior Phone: 360 -473 -5758 SUMMARY: We are proposing elimination of the Forestry Division Manager position, with the management duties of that position to be assigned to remaining division managers. To help with the additional administrative work associated with the Forestry function, we are proposing to add an Office Assistant Senior position. There will be no change in the total FTE in the Forestry Department. The reorganization consists of the following: • The Administration Division Manager will absorb oversight of the administrative, timber harvest, project coordination, and best practices. The Forestry Supervisor will report to the Administration Division Manager. • The Wastewater Division Manager will oversee the Biosolids program. • The Water Resources Division Manager will oversee regulatory compliance activities and watershed oversight functions. • The Maintenance Division Manager, in coordination with the Police Department, the Public Works Director, and other Public Works and City departments, will oversee the City's shooting range. • The current vacant position of Forestry Service Specialist Senior (grade 12) will be reclassified to a Forestry Service Specialist (grade 10) position. • An Office Assistant Senior position (grade 8) will be added. • Follow -up desk audits when necessary and appropriate to ensure proper position classifications. ATTACHMENTS: 1) M &P Salary Schedule and 2) Appendix A Teamster's Wage Schedule FISCAL IMPACTS (Include Budgeted Amount): This reorganization of the Forestry function will save $113,000 in salary and benefit expenses in 2014, and $70,000 in 2015.
