SUMMARY: Kitsap Regional Library desires to participate in the Association of Washington Cities
(AWC) Employee Benefit Trust benefits program as a quasi - municipal entity. The AWC Employee
Benefit Trust requires that a city member of the Association sponsor a non -city entity's request
before it can participate in the AWC Employee Benefit Trust benefit programs.
