A RESOLUTION of the City Council of the City of
Bremerton, Washington, sponsoring the Kitsap Regional Library's
request to join the Association of Washington Cities Employee
Benefit Trust.
WHEREAS, the City of Bremerton is a member in good standing of the
Association of Washington Cities which was created by an agreement as authorized by
RCW 39.34; and
WHEREAS, the Kitsap Regional Library has provided continuous library services
to the City of Bremerton since 1955; and
WHEREAS, Library service expanded in the City of Bremerton when Kitsap
Regional Library opened the Sylvan Way branch in East Bremerton in 1978; and
WHEREAS, the Kitsap Regional Library branches in Bremerton represent a
critical service to the culture, welfare, and education of the residents of Bremerton; and
WHEREAS, Kitsap Regional Library desires to participate in the Association of
Washington Cities Employee Benefit Trust benefits program as a quasi - municipal entity; and
WHEREAS, the Association of Washington Cities Employee Benefit Trust
requires that a city member of the Association of Washington Cities Employee Benefit Trust
sponsor a non -city entity's request before the non -city entity can participate in the Association of
Washington Cities Employee Benefit Trust benefit programs; NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF BREMERTON, WASHINGTON,
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION]. That the City of Bremerton, with this resolution, sponsors the
Kitsap Regional Library for application to join the Association of Washington Cities Employee
Benefit Trust as a non -city entity.
SECTION 2. That the City of Bremerton requests that the Kitsap Regional
Library be allowed membership into the Association of Washington Cities Employee Benefit
Trust.
SECTION 3. Severab&U. if any one or more sections, subsections, or sentences
of this Resolution are held to be unconstitutional or invalid, such decision shall not affect the
validity of the remaining portion of this Resolution and the same shall remain in full force and
effect.

SECTION 4. gfective Date. This Resolution shall take effect and be in force
immediately upon its passage.
