SUMMARY: As part of the YMCA Concession & Management Agreement with the YMCA of Kitsap
and Pierce Counties to operate the city -owned Glenn Jarstad Aquatic Center, the City is obligated to
fund previously identified one time Capital Improvements. The Pool Filtration System Upgrade
project is the last of these obligations.
Sealed bids for the Jarstad Aquatic Center Pool Upgrades were opened on May 19, 2014. The
estimate for this project is $400,000. Three (3) bids were received for this project. D.P. Wain
Construction, Inc. was the lowest responsive, responsible bidder with a bid of $498,947.00
(including sales tax).
The contract includes work the City is responsible for as well as additional improvements the YMCA
will be making at their expense. The City's portion of the contract is $250,000.

FISCAL IMPACTS (Include Budgeted Amount): Funds are available in the Parks Facilities
Construction Fund and is identified in the Capital Improvement Program for 2014. Budget Amount:

RECOMMENDED MOTION:
Move to award a contract in the amount of $498,947.00 (including sales tax) with D.P. Wain
Construction, Inc. for the Pool Upgrades at the Jarstad Aquatic Center, approve the proposed
Memorandum of Agreement between the City and YMCA for project management, and authorize the
Mayor to finalize and execute the necessary documents for construction.
