SUMMARY: A GFC and Fee 'study for the City of Bremerton will assess and evaluate existing water,
sewer and stormwater fees and charges structures and provide recommendations for future fees and
charges. The last utilities fees and charges study was performed in 1991. FCS Group was selected
as the firm most qualified to perform this work. The objective of the utilities fees and charges study is
to adequately fund the work being performed. The study will be based on existing utilities fees and
charges and industry benchmarks.

FISCAL IMPACTS (Include Budgeted Amount): The 2014 budget for conducting this work is
$44,835 allocated between the three enterprise utility funds — water, wastewater and stormwater
