SUMMARY: The Director of DCD has selected a candidate for the CDBG Progrmn Administrator
position that will become vacant with Michelle Eichhorn's pending departure on April 6, 2005. The
selected individual is highly qualified in education and experience (see attached memo). The Director
has negotiated sillary compensation and proposes hiring the new Administrator at Payband 11, Rate 7.
This request also proposes a position overlap of 15 days maximum to provide training during
transition.

FISCAL IMPACTS (Include Budgeted Amount): None. The higher starting salary is in large part
off-set by the recent hire of the CDBG Progrmn Coordinator at Rate 1, illthough budgeted at a mid-
level rate, and a ten week vacancy in that position.

Band 11, Rate 7, of the Professional Pay Plan and authorize a position overlap for transition purposes
not to exceed 15 days.
