SUMMARY: The current provisions of Chapter 2.76 relating to purchasing procedures often result
in inefficient purchasing of goods and services such as delays in purchasing and the inability to take
advantage of discounted products and unique purchases. It is recommended that Chapter 2.76 be
repealed and replaced with a new chapter providing updated purchasing procedures for more efficient
purchasing practices. Also, it is recommended that Chapter 2.79 relating to the disposal of property
be repealed with new disposal provisions incorporated into the new Chapter 2.76 entitled Procurement
and Disposal Code.
