The project is multi - faceted, and includes an overlay of the entire roadway, reconstruction of the intersections at Marlow and Winfield Avenues, elimination of the traffic signals at Lebo Blvd, and construction of new sidewalks on both sides of the street. The most prominent project feature is the 10 -ft wide sidewalk on the water -side of the street. In total, the City is leveraging over $2.1 M in grant funds from the State Transportation Improvement Board using approximately $500,000 from City funds, of which $250,000 are from the Transportation Benefit District. In addition, utility funds are included for replacement of utilities within the project area. The City advertised the project on April 1 st and received 4 bids on April 22nd. The apparent low, responsive, responsible bidder was Stan Palmer Construction for $3,440,192.94, including sales tax. ATTACHMENTS: 1) Agreement; 2) Bid Tabulation; 3) "Cost Saving / Revenue Proposal" FISCAL IMPACTS (Include Budgeted Amount): The low bid on this project is higher than estimated and, with the associated additional administrative and contingency increases, results in a total project funding shortfall of $507,770, of which $318,445 is associated with the street component of the project.
