Review the We119 water right for its advertised area to see if a water right change will be needed for the new location. Prepare a letter report with recommendations for well location and design, with a cost estimate for construction and professional services. 2) Review the future use or abandonment of the Parkwood East Well and old We119. Prepare a letter report with recommendations and cost estimates. 3) Twin Lakes is a natural depression and a surface expression of the Twin Lakes Aquifer. An evaluation of the recharge of Twin Lakes was conducted in 1996 and an additional monitoring well was installed in 1998. In 201 l, the City made improvements to the diversion structure into Twin Lakes. Review historical and current data and the City's operation of recharging Twin Lakes and determine a future monitoring and data evaluation plan. Prepare a recommended scope of work and cost estimate for a numerical model to be developed to answer questions a— e below. a) Have there been any changes to the infiltration rate from the lake into the aquifer? b) At what level should the lake no longer be filled to avoid causing artesian flow from the Gorst area wells and impact to area properties? c) Can the impact to the Twin Lakes Aquifer be quantified? d) Is there a time of year or rate of inflow that is best for diversion into the lake in term of water available to the City's Gorst area production wells? e) Can we now better quantify the water diverted to the Gorst Creek basin versus the Union River basin? 4) Bremerton has the necessary water rights and operational components in place to have the Twin Lakes recharge be designated an Aquifer Recharge and Recovery (ASR) system. There is a wealth of information available for the Gorst basin from previous work done by Robinson Noble, AGI Technologies, and the City's water resource monitoring team. The ultimate goal is to create a numerical model to answer the City's and Ecology's questions for creating a permitted ASR system for Bremerton's Twin Lakes diversion. The following are next steps toward this designation: a) Review and evaluate current data to determine what data Bremerton should be gathering/analyzing to build a case for future designation of ASR at Twin Lakes. b) Develop a basic monitoring plan for this future ASR request. c) Assist the City in filing an ASR application with Ecology for a 30-year development period. Bremerton/Robinson Noble Hydrogeological Services Page8of10 5) Review the possibility of transferring unused water rights from Wells 15 and 17 to Well 22 to allow full use of its 500 gpm production capacity. 6) Other assistance may be requested in writing in the areas of hydrogeology, water rights, well development, environmental monitoring, and data analysis.
