713 — PUBLIC HEARING TO APPROVE ORDINANCE NO. 5241 TO REVOKE THE WHEATOW
RIDDELL DISTRICT CENTER SUBAREA PLAN Andrea Spencer Community Development Director,
summarized that on October 3, 2007, the City Council passed Ordinance No. 5205, which adopted the
Wheaton - Riddell District Center Subarea Plan. Since the time of plan adoption, there have been limited
economic activities within this District Center, and the activities that have occurred have been for
building reuse, without any significant new building construction.
On February 18, 2014, the Planning Commission held a public workshop to discuss the success of the
subarea plan. The Commission made a determination that the regulations in the subarea plan are an
impediment to investment in redevelopment of this Center. The Commission committed to a work
program in 2014 to develop a recommendation for revised zoning standards to implement the City's
Comprehensive Plan that facilitates redevelopment of the District Center. In the meantime, the
Commission has recommended immediate revocation of the adopted subarea plan. Until such time as
the Council adopts revised zoning for this District Center, the zoning of the site will revert to that which
was in place prior to the subarea plan adoption in 2007.

Spencer who also clarified that once the Subarea Plan was revoked, the original zoning code for this
area would automatically be in effect and that there would be no conflict with the City's Comprehensive
Plan...

Roy Runyon provided a heartfelt thank you to the Bremerton Fire Department and Bremerton Police
Department, specifically Sgt. Billy Renfro, Officers Bryan Hall, and David Hughes for saving two teenage
girls from a recent early morning house fire; thanked the volunteers who helped clean -up the right -of-
way along 19` Street in Anderson Cove; and announced a new Facebook page titled "City of Bremerton
Citizen's Watch ", which he clarified is not an official City of Bremerton page, but is a place for citizens to
express their comments and state their views.
Eric Younger hoped the City administration would quickly address the social media issue because he
believes it will help to get the flow of communication going; and would like the Council to think about
having a future discussion to determine an "identity" for Bremerton, agree on what are we striving to
become, and what direction do we want to go as a City?
Greg Wheeler appreciated the work by citizens who volunteer to serve on City boards, committees, and
commissions; encouraged all citizens to visit the City of Bremerton webpage at www.ci.bremerton.wa.us
to see the important work being done by the City's Parks Commission and Planning Commission, and to
even consider volunteering themselves to serve on one of these Boards.
With no further business, he adjourned the Council Meeting at 6:50 PM.
