SUMMARY: The action before the Council is to conduct a public hearing and consider public
testimony on the Planned Action Ordinance for the Gorst Urban Growth Area Subarea
According to SEPA, a "Planned Action" is a designation for a project or elements of a project that
shifts environmental review from the time a permit application is made to an earlier phase in the
process The planned action analysis applies to the entire study area of the Gorst Urban Growth
Area and addresses potential impacts and mitigating measures as a result of the Environmental
Impact Statements analysis
This action will support the Gorst Subarea Plan which was recently adopted by City Council in
December 2013 under Ordinance 5237
