HomeMy WebLinkAbout08/07/2013 a) Atnt AFPPWO) FEB 0 5 1014 BREMERTON TRANSPORTATION BENEFIT DISTRICT MEETING MINUTES Wednesday, August 7, 2013 A Regular Meeting for the Bremerton Transportation Benefit District (TBD) was called to order in the First Floor Meeting Chambers of the NOW DICKS GOVERNMENT CENTER, 345 6 th Street, Bremerton, Washington, Wednesday, August 7, 2013, immediately following the Council Meeting at 7 20 PM, with the President of the TBD Board Adam Brockus presiding TBD Board Members present were Nick Wofford, Eric Younger, Carol Arends, Faye Flemister, Greg Wheeler, Leslie Daugs, and Jim McDonald TBD Board Member Wendy Priest was absent Also present were Assistant City Attorney Mark Koontz, City Clerk Shannon Conn, and Legislative Assistant Lori Smith PUBLIC HEARING(S) 131 — ORDINANCE NO. 003 APPROVING AND ADOPTING THE 2014 TBD FISCAL BUDGET: AND APPROVING THE 2014 TBD WORK PLAN Becky Hasart Financial Services Director, explained that the attached ordinance represents the proposed 2014 Fiscal Budget for the Bremerton Transportation Benefit District This budget reflects anticipated revenues expected during 2014 and corresponding expenditures This budget is designed to use carried over fund balance from 2013, leaving a targeted ending fund balance of $50,000 Similar to the adoption of the City budget, a public hearing is scheduled for this evening to consider the proposed budget prior to adoption Chal Martin Public Works & Utilities Director, was available to answer any additional questions TBD Board President Brockus opened the public hearing to receive comments from the public With no comments provided, the hearing was closed to the public, and opened to the TBD Board 07:25:10 Motion was made by Daugs and seconded by Flemister, Comments and questions were provided by Younger and Daugs, with responses provided by Mr Martin 07:31:21 M /S /C /U (Daugs /Flemister) Move to approve Ordinance No 003 of the Bremerton Transportation Benefit District Board approving and adopting the budget for the Bremerton Transportation Benefit District for fiscal year 2014 BUSINESS ITEMS C1 — MINUTES OF TBD BOARD SPECIAL MEETING — MARCH 20,2013 There were no comments from the public 07:32:20 M /S /C /U (Daugs/Wofford) Move to approve the TBD Board Special Meeting Minutes as presented C2 — MINUTES OF TBD BOARD SPECIAL MEETING & WORK SESSION — JULY 24,2013 There were no comments from the public 07:33:05 M /S /C /U (McDonald/Wofford) Move to approve the TBD Board Special Meeting & Work Session Minutes as presented Voted in favor of Motion Wheeler, Flemister, Arends, Wofford, McDonald, Daugs, Brockus Abstained Younger Motion carried 7 -Yes, 1- Abstention I BREMERTON TRANSPORTATION BENEFIT DISTRICT REGULAR MEETING MINUTES Wednesday, AUGUST 7, 2013 Page 2of2 GENERAL BUSINESS Chal Martin Public Works & Utilities Director, provided a briefing on the 2013 work plan TBD Board President Brockus announced that the next Regular Meeting of the TBD Board will be February 5, 2014 With no further business, TBD Board President Brockus adjourned the meeting at 7 40 PM Prepared and Submitted by LORI SMITH, Legislative Assistant Attest .
