SUMMARY: The action before City Council is to approve Phase 5 of the Bay Vista Final Plat The
Bay Vista Subarea Plan was approved by City Council with Ordinance No 5077 on February 25,
2009 An update to the Bay Vista Subarea Plan was approved by City Council with Ordinance No
5202 on December 19, 2012 Preliminary Plat approval was granted by the Administrative Hearings
Examiner on July 9, 2009 for the subdivision of 82 acres. After the City Council's approval of the
updated Bay Vista Subarea Plan, the Hearing Examiner approved the Preliminary Plat Amendment
to verify compliance with updated subarea plan on December 26, 2013
Approvals that have previously been issued include the following
• Existing Phase 1 8 acres, 46 lots on May 5, 2010 (Resolution No 3114), and
• Existing Phase 2 20 acres, 24 lots on June 1, 2011 (Resolution No 3148), and
• Existing Phase 3 1 acres, 1 lot on October 19, 2011 (Resolution No 3153), and
• Existing Phase 4 6 acres, 3 lots on February 1, 2012 (Resolution No 3163), and
• Proposed Phase 5 45 acres, 15 lots, 2 parks, and stormwater tract
The applicant has met all of the conditions of the Preliminary Plat approval for this phase and
therefore the City Engineer and Community Development Director recommend Final Plat approval
