SUMMARY: Design of the Lower Wheaton Way project is approximately 60- percent complete, and
at this time there is a need to engage property owners and residents that will be directly affected by
the work to coordinate construction issues In addition, there will be a need for on -site inspection
during construction Section 2 3 3 of the Teamsters Contract allows for the hire of Project Temporary
Employees for a specific project or a term not exceeding one year Staff have reviewed the cost of
having the consultant provide this service, and have determined this work can be obtained at a lower
cost by hiring a Project Temporary Employee The requested action before the City Council is to
approve hiring a Temporary Project Employee for Engineering Technical Support Services for the
Lower Wheaton Way project

FISCAL IMPACTS (Include Budgeted Amount) This person will be funded by the Lower Wheaton
Way project Hiring the Project Temporary Employee is approximately $64,500 less expensive than
hiring a consultant
