SUMMARY -
The play equipment/safety surfacing selected for the Evergreen Rotary Park Inclusive Playground
has been bid through the Oregon Cooperative Procurement Program utilizing the Washington State
Master Contracts Usage Agreement (MCUA) The MCUA is a Washington State agreement with
public entities that leverages purchasing to obtain volume discounts Bremerton is a member of
MCUA and therefore can make purchases through the Oregon Cooperative Procurement Program
The successful bidder is Landscape Structures Inc in the amount of $267,547 77 including
Washington State sales tax and shipping The bid price is 7 5% below the manufacturer's 2013 list
price for the play equipment components
This equipment has been selected with assistance from the Bremerton Beyond Accessible
Playground group and recommended by the Parks and Recreation Commission This project will
create Bremerton and Kitsap County's first fully accessible playground

Fiscal Impact: The Evergreen Rotary Park Inclusive Playground project is budgeted in the 2013
Parks Department Capital Budget The equipment cost is funded through volunteer fundraising and
multiple grants The M and O impacts are anticipated at $1,000 per year This playground has more
components than the typical Bremerton play area, however the experience of Key Peninsula Park
District and others indicate repair frequency is no higher than a typical playground of similar size

RECOMMENDED MOTION:
I move to authorize the Mayor to award bid of Evergreen Rotary Park Inclusive Playground
Equipment to Landscape Structures through the Master Contracts Usage Agreement with
substantially the same terms and conditions as presented
