3.08 Claims Fund of the Bremerton
Municipal Code relating to issuance of
warrants or checks before City Council
approval subject to certain conditions
SUMMARY: Frequently, throughout the normal course of paying bills, there are occasions where
payment of claims does not coincide with City Council approval. Electronic debt service payments,
initiated by the City or a fiscal agent, may have due dates that do not coincide with council meetings
creating a delay in posting to the financial system. Pre-approval of claim payments would enhance
the City's relationship with its vendors, help to meet legal deadlines and to comply with terms of
ongoing contracts more effectively. RCW 42.24.180 authorizes cities to expedite the payment of
claims before City Council approval subject to the City's meeting certain conditions and safeguards
provided in RCW 42.24.180.
