SUBJECT: Resolution No 3208 ratifying Study Session Date 11/13/2013 the Kitsap Countywide Planning Policies COUNCIL MEETING Date 11/20/2013 (CPP's) Department DCD Presenter Andrea L Spencer Phone 360 473 5283 SUMMARY: The Kitsap Countywide Planning Policies (CPP's) are a regional framework prepared by local governments to coordinate jurisdictional growth planning as directed by the State Growth Management Act (GMA) The CPP's were originally adopted and ratified by all Kitsap County local governments in 1992, and they have been amended several times in the years since, with the last update occurring in 2011 In the 2013 amendment cycle there are two revisions proposed, briefly summarized as follows 1 ) Updates were made to the process and review criteria for siting of essential public facilities for compliance with State law (see Element G, page 22, of CPP Exhibit A) and 2 ) The countywide population growth allocation tables were reorganized and updated (see Appendix B, pages 45 & 46, of CPP Exhibit A) A useful and in -depth summary of this year's CPP update process has been prepared by staff at KRCC, please refer to Attachment I of this agenda bill The Kitsap Regional Coordinating Council (KRCC) has recommended that the Kitsap Board of County Commissioners (BoCC) adopt the CPP changes as described in the attached Resolution The BoCC is scheduled to take action on November 25 The City Council ratification of the amendments is requested to be compliant with the procedures outlined in the CPPs (please see Appendix A of the CPP's for the ratification process) The proposed resolution ratifies the CPPs only if the BoCC adopts them as recommended by the KRCC ATTACHMENTS: I KRCC Summary of the 2013 CPP updates II Proposed Resolution with updated CPPs contained in Exhibit A FISCAL IMPACTS (Include Budgeted Amount) No anticipated fiscal impacts STUDY SESSION AGENDA ❑ No Presentation © Full Presentation STUDY SESSION ACTION: © Consent Agenda ❑ General Business ❑ Public Hearing RECOMMENDED MOTION: Move to adopt Resolution No 3208 approving and ratifying the updated Kitsap Countywide Planning Policies, as recommended by the KRCC, conditioned upon and subject to adoption by the Kitsap County Board of County Commissioners COUNCIL ACTION: [ Approve ❑ Deny ❑ Table ❑ Continue ❑ No Action Form Updated 01/25/13
