SUMMARY: Beginning in May 2012, the City had been conducting a comprehensive rate study to
assess the revenue requirements needed for and costs associated with our Water, Sewer, and
Stormwater utilities After numerous meetings with the Citizens' Advisory Committee, Council, and
the public, the revenue requirements have been identified for all three utilities and a new rate
structure for residential water rates was established and adopted on April 3, 2013 Subsequent to
the rate model adoption, as part of the 2014 Proposed Budget development, adjustments were made
to the capital and operational needs of the City's utilities These changes were incorporated into the
rate model, resulting in proposed increases that are less than what was anticipated in April 2013
These changes were also incorporated into the 2014 Proposed Budget as presented during the two
budget workshops in October The attached ordinance reflects these adjustments for fiscal year
2014
