SUMMARY: The City Council passed Ordinance No 5167 on November 2, 2011 suspending
expenditures from the One Percent for the Arts Program for the selection, development, and
placement of art to January 1, 2014 due to the City's budget constraints The ordinance allows
expenditures from the program for the repair, maintenance, and installation of our current One
Percent for the Arts collection Additionally, the ordinance also allows the period of suspension to be
shortened or lengthened by the City Council by a motion or resolution
The One Percent for the Arts program is administered by the Department of Community
Development (DCD) In the 2012 budget, the department's staff member that was dedicated to the
One Percent program was eliminated from the department, and this necessitated the original
suspension of the program The department continues to operate without this position, and because
of other work priorities such as the Comprehensive Plan Mayor Update, DCD does not currently have
the capacity to administer this program Further, the city has no planned capital improvement
projects that will contribute to the One Percent for the Arts program and therefore no opportunities for
acquisition of new art in the near future For this reason, the administration is proposing to extend
the suspension of the program for an additional two years as established by Ordinance 5167

FISCAL IMPACTS (Include Budgeted Amount) The proposed ordinance prohibits expenditures for
the purchase of new art, however it will allow expenditures for the maintenance, repair, and
installation of the City's current One Percent for the Arts collection, and the 2014 budget has money
allocated for this purpose

RECOMMENDED MOTION:
Move to extend the suspension of the City's One Percent for the Arts Program as authorized by
Ordinance No 5167 until January 1, 2016 and extend all terms of the currently seated
Commissioners by an additional two years
