Percent for the Arts Program for the selection, development, and placement of art to January 1, 2014 due to the City's budget constraints The ordinance allows expenditures from the program for the repair, maintenance, and installation of our current One Percent for the Arts collection Additionally, the ordinance also allows the period of suspension to be shortened or lengthened by the City Council by a motion or resolution City Council Mtg Minutes Wednesday, November 6, 2013 Page 3 of 6 The One Percent for the Arts program is administered by the Department of Community Development In the 2012, the department's staff member that was dedicated to the One Percent for the Arts program was eliminated from the department, and this necessitated the original suspension of the program The department continues to operate without this position, and because of other work priorities such as the Comprehensive Plan mayor update, DCD does not currently have the capacity to administer the program Further, the City has no planned capital improvement projects that will contribute to the One Percent for the Arts program and therefore no opportunities for acquisition of new art in the near future For this reason, the administration is proposing to extend the suspension of the program for an additional two years as established by Ordinance No 5167 There were no questions or comments from BUDGET Becky Hasart Financial Services Director, emphasized that tonight's public hearing is to take comments on the proposed revenue sources for the 2014 Proposed Budget The proposed budget anticipates property and EMS levy increases of the full 1 % allowed by law, leaving the utility taxes /PILOT rates unchanged (but does redistribute how the revenues from these sources are used), leaves commercial parking tax rates unchanged, adjusts the annual $20,000 increase to the B &O tax exemption rate, adjusts anticipated utility rate increases down from what anticipated with the adopted rate model, includes interfund transfers between funds where appropriate, etc Overall, revenue projections throughout all funds remain conservative President Wheeler opened the public hearing Becky Hasart Financial Services Director, stated that Cities over 10,000 in population are allowed to raise their annual property tax collection by either 1 % or the amount of the July Implicit Price Deflator (IPD), whichever is lower This year, the IPD was 1 314% As presented during the public hearing earlier this evening, the City is requesting the full 1 % increase to our general property tax levy over the prior year's collection, as allowed by law This increase, along with the amounts anticipated for new construction, has been included in the 2014 Proposed Budget In addition, we are also requesting the full 1 % increase to our EMS levy However, the EMS levy is subject to the $0 50 per $1,000 cap in the levy rate The EMS amount anticipated in the 2014 Proposed Budget reflects this
