CITY COUNCIL BUDGET WORKSHOP MINUTES to 6 1013

The Budget Workshop of the City Council of the City of Bremerton was called to order in the
Council Conference Room 603 of the N ORM DICKS GOVERNMENT CENTER located at 345 6' Street,
Bremerton, Washington, Tuesday, October 15, 2013, at 410 PM, with Council President Greg
Wheeler presiding Council Members present were Nick Wofford, Eric Younger, Carol Arends,
Faye Flemister, and Adam Brockus Council Members Jim McDonald, Leslie Daugs, and Wendy
Priest were absent Also present were Finance Director Becky Hasart and Budget Analyst
Caroline Tompson Council Assistant Christine Grenier was present to provide staff support to the
Council
President Wheeler announced that the intent of the 2014 Budget Workshop was for the Council to
ask department staff final questions on the proposed budget and to review responses from
departments regarding previous Council inquiries It was further announced that this Budget
Workshop was open to the public, but there would be no opportunities for input or participation,
that no action will be taken, and the content of these items is subject to change
The discussion included the following departments and funds
1 Council /Legislative Department and Lodging Tax
2 Executive Department
3 Legal and Risk Management
4 DCD
5 Municipal Court
6 Auditor
7 Finance Department — Including City Clerk, HR, BKAT, IT, Fire & Police Pension, Non
Departmental, Contingency Reserve, Parking, Conference Center, Gold Mountain, Debt
Service
Council recessed from 5 58 to 6 29 PM
Finance Department (continued) — REET, and Accumulated Leave & Employment Security
8 Law Enforcement
9 Fire & EMS
10 Parks — Including General Fund and Capital
11 Public Works & Utilities
With no further business, President Wheeler adjourned the Budget Workshop at 8 25 PM
