We have performed a cognizant review of the examination, and snpporting workpapers,
of the Indirect Coat Rate of Paremetrix, Ina as presented in the Stabement of Direct
Labor, Fringe Benefits and General Overhead for the year ending December 28, 2012, in
accordance with our role as Cognizant Agency as de6ned in 23 U.S.C. 112(b)(2)(c) and
23 CFR 172.3 and 172.7.
The examination was performed by the independent CPA firm, Clazk Nuber, P.S. The
CPA represented that the audit was conducted in accordance v►nth the Government
Auditing Standatds, as promulgatad by the Comptroller General of the United States of
America, and the audit waa deaigned to determine tbat tt►e indirct aost rate was
established in acoordance with Cost Principles contained in the Federal Acqwsition
Regulation, 48 CFR Part 31. Our cognizant review was performed in accordance vnth
the AASHTO Review Program for CPA Audits of Consulting Engineers' Indirect Cost
Rates.
In connectaon with our oognizant reviea►, nothing came to our atte►tion that caused us to
believe that the exanination, and supporting workpapers for the Indirect Cost Rate, and
the related Accouatant's Report we reviewed did not conform in all material respects to
the aforementioned regulations and auditing standards.
Accordingly, we reoommend acc;eptance of te fiscal year ending December 28, 2012, at
194.70°Yo (rate mcludea Facilities Cost of Capital of 0.43%) of dired labor.
Please check with the WSDOT Consultant Services Office (HQ) and/or the WSDOT
Area Consultant Liaison to detamine when this reviewed rate will be applicable t your
WBDOT agreement(s).
