SUMMARY On or about July 27, 2010 the Central Kitsap Fire District ( "Fire District') obtained two
World Trade Center steel beams from the Port Authority of New York and New Jersey ( "Port
Authority") Since that time, the Kitsap 9/11 Memorial Committee has designed, funded, and
constructed the Memorial and installed the beams as part of the Memorial with design approval from
the City The City desires to accept the improvements for the Memorial which includes the beams,
the limestone block from the Pentagon and other improvements Pursuant to the agreement between
the Port Authority and the Fire District, the Port Authority must approve the transfer of the steel
beams to the City Transfer of the beams to the City would provide the City with complete ownership
of the Memorial

RECOMMENDED MOTION. Move to accept the improvements for the Kitsap 9/11 Memorial,
approve the Agreement for Transfer of two World Trade Center Steel Beams, and authorize the
Mayor to finalize and execute the Consent to Assignment Agreement with substantially the same
terms and conditions as presented
