SUMMARY: The City received funding from the Transportation Improvement Board (TIB) to make
bicycle and pedestrian improvements on Lower Wheaton Way from the Marietta Bridge to Lebo
Boulevard. The project includes revising,the current roadway section from the current 18 -foot drive
lanes and sporatic sidewalk, to 12 -foot drive lanes with 5-foot bike lanes, landscaping, stormwater,
sanitary and water main improvements, and a continuous sidewalk on the waterside which will
continue the bridge-to-bridge urban trail.
The City requested proposals from five consultants, of which three interviewed and Grey & Osborne
was selected as the designer.

FISCAL IMPACTS (Include Budgeted Amount) This project is grant funded with a 20% City match
for the street improvements, and the respective City utilities reimbursing for their portion of the work

RECOMMENDED MOTION:
Move to approve the consultant contract with Grey & Osborne, Inc. for the design of the Lower
Wheaton Way Project and authorize the Mayor to finalize and execute the agreement with
substantially the same terms and conditions as presented.
