The Growth Management Act (GMA) requires jurisdictions to review and take any necessary actions to revise their comprehensive plans by the schedule established in RCW 36 70A 130(5), and for Bremerton that date is June 30, 2016. The GMA has many requirements for local comprehensive plans. Jurisdictions are required to balance the 14 goals of the Act to plan for: Concentrated urban growth, reduced sprawl, transportation, affordable housing, economic development, property rights, timely permits, natural resource industries, open space & recreation, environmental protection, citizen participation, public City Council Reg Mtg. The GMA also has provisions that require local Comprehensive Plans to ensure that land use development around military installations is not incompatible with military operations(see RCW 36.70A.530). This is a significant issue for the City because a large portion of Naval Base Kitsap's operations are within the city limits, and this will be an important part of the City's 2016 review of our Comprehensive Plan. Naval Base Kitsap has submitted a nomination to conduct a "Joint Land Use Study" (JLUS) so that the surrounding jurisdictions can receive funding from the US Department of Defense Office of Economic Adjustment. Staff is requesting City Council to authorize the City's participation in the JLUS. The action at Council at this time is to direct staff to participate in the development of the scope of work for this effort and present to City Council any future agreements that are required to pursue this effort. The grant has a 10% cost sharing requirement from the local governments. This cost sharing can be satisfied by a variety of methods including in -kind services and staff time Kitsap County as the grant sponsor is requesting that participating governments who request funding provide a cost match for their requested funds. The City is expecting to request funding for a portion of one of DCD's staff planner's time to participate in the project.
