SUMMARY* The City awarded the contract to RV Associates for construction of the Pacific Avenue
— 6 to 11" Street Improvements in May, 2013 Due primarily to differing site conditions resulting in
incorporation of material quantities beyond the proposal amount, costs on the project have increased
to the point that a budget adjustment is necessary Related to this, the projected transfer of funds
from the Water and Wastewater Utility Capital funds also require adjustment In addition, staff have
coordinated a proposed change order with RV Associates to accelerate substantial completion of the
project to April 18, 2014 Finally, upon completion of the work, a Final Change Order will be
executed to reconcile actual field quantities with the bid quantities which is expected to exceed the
Administrative Change Order authority of the Mayor
