C/o rel, rJ-o, 774. w February 9, 1977 T0: City Attorney Re: Harader storm sewer, Wheaton to Marlowe north of 13th A 15" storm sewer was laid in a natural water course on Lots 4, 5, 6, and 7, Block 2 Naval Addition, about 1932. It also continued through Dr. Benders property to the Narrows, no formal easements having been obtained for either section. After construction a deep fill was placed approximately on Lots 6 and 7 for a gas station, now removed. The line has been a matter of public knowledge since construction and has been in continuous use, draining a considerable area as shown on the attached plan taken from the City storm sewer book. The rest of the engineering department file is also enclosed. The Department of Public Works believes that we should be able to declare an easement by prescription for any part of this sewer lying in private property; as discussed in the excerpt from Surveys, Subdivision and Platting, and Boundaries (Report No. 1, Division of Report 156. July 1972),'which is enclosed. Please advise as to whether this is correct. If we are able to claim the easement we propose to require the property owner to relocate the storm line at his expense if he applies for a building permit to construct over or close to the line. SIGNATURE I, the undersigned, ,tate that to the best of my knowledge the above information is true ana complete. It is understood that the lead agency may withdraw any declaration of non -signi- ficance that it might issue -in -reliance upon this_ checklist _- should there be any willful -misrepresentation or willful lack of full disclosure on my part. _ - v -"_ -CHART AR HOUS S CIATES _ Proponent: - - Dean aussee SUPPLEMENT TO ENVIRONMENTAL CHECKLIST FORM PART II - ENVIRONMENTAL IMPACT ( 1) EARTH (b) and (c) There will be cuts and fills on the site to accommodate the proposed structure and attendant walls, patios and parking. ( 3 ) WATER (b) Existing rate of storm drainage surface runnoff rate is estimated to range between 2 and 3 c.f.s. Due to an increase in hard surfaced areas, the runoff rate is expected to range from 7 to 8 c.f.s. (d) and (e) The existing storm drainage system routes through a corner of the subject site and discharges into the Washington Narrows. It is anticipated that the proposed project will add some additional surface water into that system. (g) The proposed project may reduce the amount of groundwater recharge. The amount of recharge to deeper acquifers will depend on the extent of impermeable glacial till underlying the site and is expected to have a negligible effect on quantity and quality. ( 4) FLORA (a) and (c) Existing flora generally consists of wild blackberries, groundcover and a few trees. The proposed project will substantially eliminate most of the existing vege- tation. It is expected, however, that at least 15% of the project site will be available for nursery grown plantings and trees. Removal of existing flora will affect neighboring plant systems since the project site will no longer be available as an origin for some kinds of wind transported plant seed. ( 5) FAUNA (a) and (c) Existing fauna consists generally of migratory birds and possible field mice. As the existing food and SUPPLEMENT TO ENVIRONMENTAL CHECKLIST FORM Page Two PART II - ENVIRONMENTAL IMPACT ( 5) FAUNA - Continued habitat are reduced and/or changed, only those species tolerant of human proximity will be able to adapt. ( 6) NOISE The project is not expected to cause violation of the maxi- mum permissible noise levels established by the State of Washington in WAC -173-60. ( 7) LIGHT AND GLARE The proposed residential development will require area lights and the interior unit lights may, with open drapes, cause an increase in the overall intensity of lighting glare in the area. ( 8) LAND USE Present land is vacant. Planned use is in accordance with existing zoning and use. ( 9) NATURAL RESOURCES The ,land, as a resource, will be committed for the life of the project. Renewable resources involved will be primarily wood products for construction. Non-renewable resources will include topsoil, open space, and building materials. (11) POPULATION The proposed project will promulgate the current trend toward increased population in the east side of Bremerton. (12) HOUSING The proposed project will affect existing housing to the extent that elderly tenants will move from -existing dwellings thus freeing up additional units for the general population. (13) TRANSPORTATION/CIRCULATION (a) The proposed project is expected to generate up to 60 trips per day. Since the residents are to be elderly, most of the trips are not expected to coincide with the commuter mix. SUPPLEMENT TO ENVIRONMENTAL CHECKLIST FORM Page Three PART II - ENVIRONMENTAL IMPACT (13) TRANSPORTATION/CIRCULATION - Continued (c) The proposed project will increase ridership in public transportation at this point, in both directions since the desired medical facilities are to the north and the downtown shopping is to the south and east. Increased ridership, expecially during off-peak hours, generally has a favorable impact upon public trans- portation. (f) The proposed project will somewhat increase traffic hazards to motor vehicles due to the ingress and egress of additional traffic at the project. The site was formerly occupied by a gas station which undoubtedly had many times the number of entrances and exits to Wheaton Way. On November 16, 1976, Mr. Castro of the Bremerton Planning Commission stated that the State Highway Department had concluded that this had been no significant increase in traffic on Wheaton Way since that time. Police -Traffic Departments of the City of Bremerton have reviewed the project and have not expressed concern about any additional traffic hazards resulting from the project. (14) PUBLIC SERVICES (a) and (b) With the addition of a new structure and some additional residents in the area, Police and Fire protection re- quirements for the project will somewhat increase the existing potential workload of those departments. This is somewhat mitigated by the fact that the residents are elderly and the structure will be equipped with early fire detection devices, an interior fire alarm system, an emergency call system and a security -intercom system. (15) ENERGY (b) While the project sources of energy, though relatively used primarily for (16) UTILITIES will not require development it will require a permanent modest commitment of energy heating and lighting. of new to be (e) An existing 12 inch storm drainage line crosses one corner of the site. It appears as though this drain SUPPLEMENT TO ENVIRONMENTAL CHECKLIST FORM Page Four PART II - ENVIRONMENTAL IMPACT (16) UTILITIES - Continued line is encroaching on the property without benefit of a recorded easement. However, it may become necessary for this line to be re-routed into an adjacent public right-of-way. Adequate utilities are available for connection. (18) AESTHETICS The project site has a partial view of the Washington Narrows and downtown Bremerton. Erection of any structure on this site may result in a partial obstruction to the panoramic view of uphill neighbors. The structure design has been reviewed by four separate design/review teams largely composed of Architects and was chosen from twelve competing designs thereby reducing the chance of creating an aestheti- cally offensive site open to public view. This detector must be tested and maintained regularly following NFPA 72 requirements The detector should be cleaned at least once a year General Description Model 2100S is a 2 -wire photoelectronic smoke detector that uses a state-of-the-art optical sensing chamber This detector is designed to provide open area protection and to be used with compatible UL -listed panels only. Model 2100TS features a restorable, built-in, fixed -temperature (135°F) thermal detector Installation of these detectors is simplified by the use of a mounting bracket and a plug-in screw terminal block that can be prewired to the system, allowing the detector to be easily installed or removed The detector's sensitivity can be tested in place using the MOD40OR Test Module An LED on the detector provides a local visual indication of the detector's status If power is applied to the detector, and it is functioning normally in standby mode within the listed sensitivity ranges, the status LED blinks once every ten sec- onds The LED also provides a visual indication that main- tenance is required If the LED stops blinking, the detector is either not powered, out of the listed sensitivity range, and/or unable to function properly. The test switch will not operate if the detector is below the insensitive limit. The LED will also latch on when the detector is in alarm. D200-54 00 1 156-71012
