SUMMARY: The City received federal funding from the Puget Sound Regional Council (PSRC) to
make urban redevelopment improvements on Pacific Avenue from 6"'to 11"' Streets. The project
includes a complete reconstruction of the roadway with all new City utilities, undergrounding of the
private utilities from 6"' to 9"' Streets, new aerial utilities from 9"' to 11 m Streets, a new urban trail
connecting the downtown core to Evergreen Park, and Low Impact Development (LID) techniques.
The City advertised the project on May 10th and received four bids on May 31st. The apparent low,
responsive, responsible bidder was RV Associates, Inc. for $3,131,378.00.

FISCAL IMPACTS (Include Budgeted Amount). The project is included in the Arterial Street Fund
with a budget of $3,050,000. The grant amount for construction is $2,608,674, and requires a 13 5%
match. Funding for the utility replacement is included in the Water Fund at $500,000 and
Wastewater Fund at $550,000. Matching funds are from the fund balance in the Arterial Street Fund,
and from the utility replacement.

RECOMMENDED MOTION: Move to approve award of the contract for the Pacific Avenue — 6th to
11 th Streets Project and authorize the Mayor to finalize and execute the agreement with RV
Associates, Inc., in the amount of $3,131,378.00 including sales tax, with substantially the same
terms and conditions as presented.
