INTERLOCAL AGREEMENT
PROJECT NAME: Interlocal Cooperat�on Agreement Between ICrtsap Urban County and the City of
Bremerton to Form a HOME Consorhum Under the Nat�onal Affordable Housmg
Act for Program Yeats 2005-2007 and as herem renewed

WHEREAS, Kitsap County, heremafter referred to as"County", and the Ciry of Bremerton, heremafter
refened to as "Crty", have prev�ously entered mto an Interlocal Agreement, KC-360-04, dated August
9, 2004 by wh�ch the City agrees to part�cipate m a HOME Consortium to allow Krtsap County to
receive HOME Investment Partnership Program funds
WHEREAS, Amendment O1 to KC-360-04 between Kitsap County and the City modifies the
Admm�strat�ve port�on of the agreement to cover admmistrat�ve costs mcurred by the County for add�honal
Contract Management of Crty pro�ects and reflect changes to Program Income
WHEREAS, rt�s necessary to implement certam required changes to activrties descnbed m
this Contract, and
WHEREAS, the County and City desire to modify such Contract
NOW THEREFORE, Contract Number KC-360-04 is hereby modified as follows
IV. ADMINI5TRATION
Delete
I Funds received by the K�tsap County HOME Consortium w�ll be allocated between the
COIJN'TY and the CITY based on a proration of the HOME allocation as established by the
Federal allocation formula for the year or the most recent formula if a cunent year formula has
not been established The percentage of distnbuhon between the COiJNTY and the CTTY shall
be as determmed m HUD's HOME Consort�a Participating Members Percentage Report for each
federal fiscal year Provided, however, that if the federal allocahon is reduced due solely to one
Party's program activities, the Party that caused the reduction m funds shall have its allocation
reduced accorduigly
1 CITY agrees to set aside up to 5% of CITY's allocat�on for reimbursement to COUNTY of
COUNTY's actual costs for admmistrahon of the CITY's portion of the HOME Program
2 CTTY will retam and control program mcome generated from �ts HOMEprorat�on to
utilize for HOME pro�ects in accordance wrth applicable federal regulations

HOME Program
2 CITY will rer►ut Program Income to the COUNTY for reporring to HUD but w�ll retain
control of program mcome generated from rts HOME prorahon to util�ze for HOME
pro�ects m accordance w�th applicable federal regulahons
