Subject. Park and Recreation CIP
Lori,
Please forward this message to Wendy it is a follow -up to a question she posed last evening regarding grant funded CIP
projects
Wendy,
As you picked up on last night, the Parks Dept CIP presented within the current guidelines doesn't show a complete
picture of the 2014 capital undertakings
to improve the Park system Below is supplementary data that will to help flesh out work that will take place in 2014 and
early 2015
1) Pool Filtration Upgrade - $250,000 from Park Development Fund balance
Explanation When the City entered into an agreement with the Y for pool management in 2011 we agreed to
correct existing deficient systems at the facility The pool filtration system is one of the "pre- existing conditions"
It is the last of the items the city is responsible for, future upgrades are at the Y's expense unless other
arrangements are negotiated
2) Anderson Cove Park Development - $172,000 The funding source is CDBG Block Grant, the grant was approved
by
Council as part of the 2013 budget adoption process last December The project is shown in 2015 as the grant
agreement hasn't arrived yet from D C
The dollars will be spendable in 2014 Public Works is doing advance work on the site for use as a storm water
retention area in 2013 The PW project is
not the park development The Park is solely funded by the Block Grant The grant does not require a city
match
3) Evergreen Park Improvements - $411,700 This project does substantially more than develop the Accessible
Playground Components include
Reconfigured main parking lot with added handicapped accessibility, tree islands and improved storm water
drainage, Shoreline tree planting, Additional pathways to improve access to the park's large shelter, restroom
and playground The funding sources will each be available in 2014
A $211,350 State Recreation Grant ranks first statewide, the grant contract is anticipated to arrive in July of
2013 (Upon arrival the project will be
1
moved into the 2014 CIP) The match for the 211,350 grant is a $160,850 CDBG grant, contract already approved
by Council, $42,100 in private fundraising
done by the Beyond Accessible Playground organization, $8,400 of donated construction labor from community
sources and a $10,000 Urban Forestry Grant This contract has arrived and will come before Council for
acceptance
In all the Parks Dept successfully competed for $393,350 in park improvement grants in 2013 that will be
expended in 2014 As the city accelerated the CIP portion of the budget up to May the contracts for that money
haven't arrived yet

Re: Pollution Liability Insurance Renewal
Date:
May 1, 2013
In February 2013, the City submitted its application for renewal of its pollution liability
insurance coverage which expires May 16, 2013. On May 1, City staff received a quote from its
current carrier for renewal at the same premium as the expiring policy $47,297 (plus fees and
tax). City staff was prepared to bind this coverage on May 1, 2013 and submit it to Council for
discussion at the May 8, 2013 City Council Study Session, however, the City has been advised
by its insurance broker, Willis of Seattle, that they have a competitive quote from another
insurance company. The broker is reviewing the competing quote and will provide a
recommendation upon completion of their review. As such, at the agenda submission deadline,
City staff has not bound coverage for pollution liability but anticipates that coverage will be
bound on or before May 8, 2013 and will be able to provide City Council with the information at
that time so that the item may proceed for action on May 15, 2013. An agenda bill will be
provided as soon as coverage has been bound.

Service Contract Renewal
Study Session Date: May 8, 2013
COUNCIL MEETING Date: May 15, 2013
Department: Finance
Presenter: Becky Hasart
Phone: 360-473-5722
SUMMARY: Our most recent contract with Bank of America expired back on June 30, 2011. We
have continued to work with Bank of America on a month to month basis. During the interim, all fees,
including any discounts, have remained at the 2011 levels.
Bank of America would like to have us on contract going forward. In reviewing our banking needs
related to our fees, the attached agreement and fee schedule would be an addendum to the prior
contact that covers a one year period with appropriate adjustments in fees. These adjustments can
realize an estimated $3,500 in annual savings to the City.
ATTACHMENTS: Agreement for Banking Services and Proposed Fee Schedule
FISCAL IMPACTS (Include Budgeted Amount): The 2012 net banking fees were $41,488.50 (gross
fees of $54,543.78 less earning allowance of $13,055.28). Earning allowance is received by the City
for cash balances that remain in our Bank of America accounts. The earning allowance exceeded
what the City would have received in interest earnings if that money had been invested in the Local
Government Investment Pool. The proposed 2013 fees are within the 2013 budget amount for
banking fees.

Council Summary
Washington Avenue Sewer Improvements Project
COUNCIL SUMMARY
WASHINGTON AVENUE SEWER IMPROVEMENTS PROJECT
PROFESSIONAL SERVICES AGREEMENT
Contract Summary
The Washington Avenue Sewer Improvements project is scheduled for design in
2013 and for Phase 1 construction in 2014. Ultimately the project will remove the
gravity sewer service connections from the 40 year old cast iron sewer main
located on the beach and provide upland sewer connections for the residences
on Washington Avenue. The project will allow the City to abandon the existing
pipe in the beach and eliminate the private laterals that have been a chronic
source of failures resulting in numerous sewage discharges into the Port
Washington Narrows. In order to redirect the residential flow the City will install
individual grinder pumps for each property and upgrade the downstream piping
to accommodate the increase in flow. The project will also upgrade water lines in
the project area and result in the reconstruction of a portion of Sheldon
Boulevard between Evergreen Park and Pacific Avenue.
Phase 1 construction will address the services located north of the Manette
Bridge and Phase 2 will address the services south of the bridge. Phase 2 will
be incorporated into the Washington Avenue Street Improvement Project that is
planned for construction in 2015 and will ultimately include abandonment of the
sewer main and lift station CE-3.
The City has selected Parametrix Inc. to provide professional design services for
this project. The scope includes both design and construction support services.
Design services are $316,000 and the construction administration services are
$196,000. A phased notice to proceed will be issued with the initial notice
approving the design services in 2013. The City will evaluate staffing resources
as the construction window approaches in 2014 and determine whether the
construction management will be conducted by Parametrix or in-house staff.
Fiscal Summary
The 2013 design budget for this project is $375,000 and the 2014 construction
budget is $3,500,000.

AGENDA BILL
CITY OF BREMERTON
CITY COUNCIL
SUBJECT: Review of proposed Capital
Improvement Plan (CIP) for the period
spanning 2014 thru 2019.
Study Session Date: May 8, 2013
COUNCIL MEETING Date: May 15, 2013
Department: Financial Services
Presenter: Becky Hasart
Phone: 473-5722
SUMMARY: Each year staff updates the six-year Capital Improvement Plan with recommended
capital improvement projects and equipment purchases. CIP projects and budget appropriations are
adopted annually as part of the normal budget process.
This year, the City is moving toward a more traditional budget development timeframe by presenting
the proposed CIP during May. This also allows Council additional time for consideration of the list
and proposed priority ranking. Projects for 2014 are ranked in priority order and, if affirmed by
Council, the priority ranking will be used to determine which projects will be given consideration as
funding is identified during the revenue projection process in June.
ATTACHMENTS: CIP Citywide Summary, Project Listing by Fund and ER&R Vehicle Replacement
List.
FISCAL IMPACTS (Include Budgeted Amount): Will be determined as part of the 2014 budget
process.
