SUMMARY: In 2004 the City of Bremerton entered into an Interlocal Agreement with Kitsap County
for participation in the Kitsap County HOME Consortium This amendment modifies the
Administrative portion of the agreement to cover administrative costs incurred by the County for
additional Contract Management of City projects and reflect changes to Program Income

FISCAL IMPACTS (Include Budgeted Amount) HOME allows 10% of total award to be used for
adman costs (about $22,857) Kitsap previously retained 50% of that allowance (about $11,429) for
its role as lead jurisdiction Under the amendment, Kitsap County will retain 85% of the allowance
(about $19,429) and the City of Bremerton will retain 15% (about $3,429) to compensate Kitsap
County for taking on grant management duties for City HOME projects
