Robert Parker agreed that Public Works projects need to take into consideration the drivabdity on
our streets for busses and even freight trucks, which is important to businesses who may want to
locate to Bremerton He also expressed concern about the current location planned for electric
vehicle charging stations that will take up valued parking spaces close to the downtown area
because after researching their use in other Puget Sound areas, he learned they are more likely to
be located in parking lots (not on the street) and are not really even being used very often
Bob Dollar read a letter into the record to also express his concerns about the proposed location
for electric vehicle charging stations
Dino Davis Sustainable Bremerton, provided comment in favor of the charging stations
Vern LaPrath was appreciative of open communication with Leslie Daugs, and was upset about a
recent newspaper article about a lease agreement at Gold Mountain Golf Course
Jerry McDonald asked that Council consider relocating the flowers currently in the Charleston
area to downtown
Jodette Parker emphasized that flowers are for Charleston and other areas besides downtown,
and did not support charging stations which would remove four parking stalls

Development Director, explained that the City has numerous vacant properties, many of which are
at some stage of foreclosure It has been shown that vacant abandoned properties lead to
increased crime rates, and have a deleterious impact on adjacent properties The City Council has
made it a priority to adopt regulations that aid in reducing the impact of these vacant abandoned
properties, and to this end, staff has developed an ordinance that addresses abandoned
properties
It was emphasized that the proposed ordinance requires the following
• Abandoned properties must be registered with the City (a property that is not legally
occupied, and subject to foreclosure or in foreclosure status),
• Registration must identify a local property manager (within Kitsap County) who can resolve
issues on the site,
• Property manager must conduct monthly inspections to ensure code compliance, and
• Property manager's name and 24 -hour contact information must be posted on the site

Adam Brockus invited the public to attend the next District 3 Community Meeting on Tuesday,
April 23 from 6 30 to 8 00 PM at the Bremerton Senior Center that would feature a program with
Community Development Director Andrea Spencer and Code Enforcement Officer Janet
Lunceford to discuss "Code Enforcement and the Abandoned Property Registration &
Maintenance Program" He also responded to previous comments about the proposed electric
vehicle charging stations as part of the Pacific Avenue project by clarifying 1) No Transportation
Benefit District (TBD) funds would be used to install the charging stations, 2) Additional parking
spots would be added across the street from the charging stations, and 3) He would rescind his
current support for the charging stations if pending legislation was approved to issue $124 tickets
to those without electric vehicles parking in the charging station spots
Leslie Daugs thanked Fire Marshall Mike Six for a recent ride around during fire inspections,
reiterated information about the Empty Bowl event that will benefit the Bremerton Foodline, and
looked forward to attending the Habitat for Humanity Bay Vista "Home Dedication Ceremony" on
Saturday, April 20 at 1 00 PM
Jim McDonald responded to earlier comments regarding newspaper articles about a yearly lease
of City property for $1 00 with Scott Alexander for a golf cart business at Gold Mountain Golf
Course He stated the headline was misleading because he considers this a great contract for
Bremerton that was carefully negotiated by City Attorney Roger Lubovich, and considers it a great
deal because the City gets a 50% reduced rate on golf carts, which amounts to a $90,000 benefit
to the City And also mentioned that as a City employee for 27- years, Scott Alexander
successfully managed the golf course, so summarized this is a "win -win" contract
Greg Wheeler also plans to support the Empty Bowl event and hopes members of the community
will as well, and announced the opening of the Bremerton Farmers Market, which may be in its last
year at Evergreen Rotary Park
With no further business, President Wheeler adjourned the Council Meeting at 7 20 PM
